Punjab Assembly Descends into Chaos Over Social Media Controversy
High-voltage pandemonium gripped the Punjab legislative assembly on Wednesday as a bitter standoff over Congress MLA Sukhpal Singh Khaira's social media remarks intensified dramatically between the treasury and opposition benches. With Khaira present in the house, proceedings quickly descended into a ruckus after speaker Kultar Singh Sandhwan refused to allow him to address the assembly unless he first tendered an unconditional apology.
Finance Minister Launches Fierce Attack
Tempers ran exceptionally high during Zero Hour as finance minister Harpal Singh Cheema launched a fierce and personal attack on Khaira. The exchange turned deeply personal when the "silver spoon" taunt resurfaced, triggering an immediate confrontation. Khaira rose to respond, but his microphone was abruptly switched off by the speaker's orders. Cheema gestured pointedly towards Khaira as several AAP MLAs stood firmly behind the minister in a strong show of support.
Holding up a copy of the Constitution, Cheema described Khaira's remarks—which questioned whether women receiving the ₹1,000 monthly stipend could give birth to "warriors"—as a "disgrace to the motherhood of Punjab." The confrontation escalated further when Cheema objected vehemently to Khaira calling him a "bandua mazdoor" (bonded labourer) in a social media post. Cheema argued passionately that such "feudal" insults directed at a minister from a humble background represented a serious affront to the dignity of labour.
Demand for Apology and Termination Threat
Cheema demanded an unconditional apology from Khaira, stating emphatically that if the Congress MLA failed to comply, his assembly membership should be terminated immediately. The finance minister also referred to widespread social media reactions targeting Khaira and thanked leader of opposition Partap Singh Bajwa along with other Congress MLAs for supporting the condemnation resolution against Khaira during Tuesday's proceedings.
The situation turned completely chaotic as AAP women MLAs, including Saravjit Kaur Manuke and Inderjit Kaur Mann, stormed the well of the house, raising loud slogans against Khaira. They declared he had "no moral right" to participate in proceedings until he properly clarified his controversial remarks. Speaker Sandhwan took an uncompromising stand, declaring firmly: "I will not allow Sukhpal Khaira to speak in this assembly until he tenders an apology for his social media post about women."
Opposition's Procedural Defence and Counter-Offensive
Leader of opposition Partap Singh Bajwa mounted a vigorous counter-offensive, arguing that established parliamentary norms did not permit the house to take official cognisance of remarks made outside the legislative chamber. He emphasized that the condemnation resolution had been passed without giving Khaira any opportunity whatsoever to present his side of the story.
Bajwa then attempted to move a resolution condemning chief minister Bhagwant Mann for remarks made on International Women's Day, asserting it was based on the identical principle invoked against Khaira. However, the speaker refused categorically to admit the motion. "You have come up with a new point to shield a member who posted a disrespectful remark about women from his verified Facebook page," Sandhwan stated. "The member should tender an apology. You cannot dodge the matter."
Debate Dissolves into Shouting Match
Cabinet minister Aman Arora declared it made absolutely no difference whether the remark was made inside or outside the house. The debate soon dissolved completely into a shouting match as AAP women MLAs again rushed towards the well, raising aggressive slogans. Amid the utterly unruly scenes, the house was adjourned for twenty minutes to allow tempers to cool.
Sloganeering and Protest Walkout
When proceedings resumed, Bajwa informed the house he had met the speaker during the adjournment and had expected that Khaira would finally be allowed to present his clarification. However, Sandhwan denied giving any such assurance, reiterating forcefully that Khaira could speak only after apologizing. "First an apology and then he can speak. We already know what he has said on social media," the speaker declared unequivocally.
The house was again plunged into complete chaos as AAP MLAs shouted slogans loudly against the opposition. When it became crystal clear that the speaker would not allow Khaira to speak without an apology, the entire Congress legislature party gathered briefly in the well of the house before staging a dramatic walkout in protest.
Objection to Posture and Final Instructions
AAP MLA Inderjit Kaur Mann also objected strongly to Khaira sitting cross-legged during the proceedings. "Take a picture of how he is sitting with arrogance," she demanded. Taking immediate note of the remark, the speaker instructed Khaira to sit properly and refrain from sitting cross-legged, bringing the tumultuous session to a contentious close.
