Punjab Excise Revenue Soars, Exceeds Target by Rs 582 Crore

In a significant financial achievement, the state of Punjab has surpassed its excise revenue target for the fiscal year 2025-26, collecting a total of Rs 11,782 crore as of March 31. This impressive figure exceeds the revised target of Rs 11,200 crore by a substantial margin of Rs 582 crore, marking a robust performance in the state's revenue generation efforts.

Minister Attributes Success to Enforcement and Policy Reforms

Announcing the results, Finance, Planning, Excise, and Taxation Minister Harpal Singh Cheema highlighted that the gains are a direct outcome of tighter enforcement measures and a trade-friendly policy regime implemented by the government. "Significantly, excise revenue has nearly doubled over the past four years, rising from Rs 6,254.8 crore to Rs 11,782 crore," Cheema stated, underscoring the dramatic growth in this sector.

He further revealed that a new, ambitious target of Rs 12,800 crore has been set for the financial year 2026-27. "This accomplishment underscores the department's strong commitment to maximising revenue while ensuring transparency and compliance," the minister added, emphasizing the dual focus on fiscal efficiency and regulatory integrity.

Detailed Breakdown of Excise Policy and Future Projections

For the upcoming financial year 2026-27, the excise policy has been carefully formulated with a projected licence fee target of Rs 10,520 crore, compared to Rs 9,877 crore in 2025-26. Notably, all 207 retail liquor groups in the state have been successfully allotted for 2026-27, reflecting a high level of confidence among licensees in the state government's excise framework.

Cheema pointed out that the overall response to the excise policy for 2026-27 has been highly encouraging. "It has ensured stability in the liquor trade while maintaining a steady flow of revenue to the state exchequer," he explained, highlighting how the policy balances commercial interests with public revenue needs.

Confidence in Achieving Future Revenue Goals

Expressing optimism, the government is confident of achieving its goal of earning Rs 12,800 crore in revenue this year. Cheema outlined the strategic approach to reach this target: "We will do this through strengthened enforcement, enhanced compliance mechanisms, and strategic policy interventions, striking a balance between revenue generation and regulatory efficiency."

This proactive stance aims to build on the current momentum, ensuring that Punjab continues to enhance its excise revenue streams through innovative and effective governance practices.
