Rajasthan Government Unveils Major Reforms for Secretariat Employees

In a significant move aimed at enhancing career progression and workplace conditions, Rajasthan Chief Minister Bhajanlal Sharma announced a series of key administrative reforms for state secretariat employees on Thursday. The announcements were made during the oath-taking ceremony of the Rajasthan Secretariat Service Officers’ Association held at the secretariat in Jaipur.

Promotion Pathway Enhancements Announced

The centerpiece of the announcement involves substantial changes to promotion protocols. Chief Minister Sharma declared a two-year relaxation in the mandatory job experience required for promotions of secretariat employees. This relaxation specifically targets cadres that were previously unable to benefit from such concessions, thereby opening up advancement opportunities for a broader segment of the workforce.

Furthermore, to expand promotion avenues structurally, the government has sanctioned the creation of 15 additional assistant secretary posts. This builds upon the 15 posts that were established in 2025, effectively doubling the number of these positions. "This initiative is designed to benefit more personnel through time-bound promotions," Sharma stated, emphasizing the government's focus on creating a clear and accelerated career ladder for its administrative staff.

Comprehensive Welfare and Administrative Overhaul

The Chief Minister also outlined several other measures reflecting a holistic approach to employee welfare and administrative modernization. He directed Chief Secretary V. Srinivas to conduct a thorough assessment of staffing requirements across the secretariat and various state departments to ensure optimal resource allocation.

Highlighting provisions in the upcoming 2026-27 state budget, Sharma confirmed the establishment of a high-level committee. This committee will be tasked with studying promotion-related issues and pay-scale structures, and it is also mandated to consider future recommendations from the anticipated 8th Pay Commission, ensuring long-term policy alignment.

In a push for administrative excellence, the CM announced plans to provide international-level training programs for officers. The objective is to facilitate a strategic shift from a traditional, rule-based work culture to a more dynamic, role-based operational style, enhancing efficiency and responsiveness.

Focus on Women's Welfare and Supportive Policies

Demonstrating a strong commitment to gender inclusivity and employee support, Sharma detailed several welfare measures specifically aimed at creating a better work environment.

  • Extending compassionate appointment rules to include daughters-in-law of deceased employees.
  • Approving child care leave for single women employees, to be availed in six phases, acknowledging their unique caregiving challenges.
  • Setting up the 'Mukhyamantri Shishu-Vatsalya Sadan', a dedicated facility aimed at supporting employees with childcare needs.

"Our government is firmly committed to providing a better, stress-free workplace environment, especially for our women employees," the Chief Minister affirmed, underscoring the administration's dedication to holistic employee well-being alongside administrative reforms.
