The inquiry stems from serious accusations made by two state ministers, Shambhuraj Desai and Makarand Patil. They alleged that policemen in plain clothes physically assaulted them, detained two Nationalist Congress Party (NCP) councillors, and prevented these councillors from voting. This incident reportedly occurred during the crucial polls for the Zilla Parishad president and vice-president posts in Satara district.

According to the ministers, these actions by the police were orchestrated to ensure that the Bharatiya Janata Party's (BJP) nominees secured victory in both positions, despite the Shiv Sena-NCP alliance holding a majority in the Zilla Parishad. The detention of the two NCP councillors effectively reduced the alliance's voting strength, thereby facilitating the BJP's win.

Deputy Chief Minister Eknath Shinde has vehemently criticized the incident, labeling it a 'murder of democracy.' He claimed that despite his personal intervention, including calls to the state's top police official, Sadanand Date, and assurances from SP Tushar Doshi, the alleged misconduct still transpired. In response, the aggrieved ministers have demanded the immediate suspension of SP Doshi.

Adding to the pressure, Deputy Chairperson of the Legislative Council, Neelam Gorhe, directed the government to suspend the SP. He stated, "Satara SP has gone on leave to ensure the enquiry we have started is not affected. Also, the inquiry of any person is not taking place, but that of the incident that happened. All those who were responsible for the deterioration of law and order, and what they did, will eventually come into the report."
