Tamil Nadu Police Launches Dedicated Election Cell Ahead of Assembly Polls
In preparation for the imminent announcement of assembly elections in Tamil Nadu, the state police have established a specialized election cell. This dedicated unit is tasked with monitoring poll-related violations, coordinating comprehensive security arrangements, and rigorously enforcing the model code of conduct across the state.
Operational Framework and Leadership
The election cell will operate under the direct guidance of the Election Commission of India (ECI), swinging into full action once the model code of conduct is officially implemented. Additional Director General of Police (ADGP) Senthil Kumar, based at the state headquarters, has been appointed as the election cell officer, overseeing all activities.
Offices for the cell have been strategically set up at both the police headquarters and the State Election Commission office. Additionally, every police commissionerate, district collectorate, and district police superintendent's office will feature its own election cell, ensuring widespread coverage and coordination.
Manpower and Deployment
The state police headquarters has allocated a significant workforce, deploying 60 to 75 police personnel, including ministerial staff, to manage operations. At the district level, each headquarters will be staffed with 12 to 15 personnel, while commissionerates will have 25 personnel, and city commissionerates will be equipped with 40 to 50 personnel.
Notably, approximately one-third of the personnel assigned to the election cell possess prior experience in election-related duties, enhancing the unit's effectiveness. These officers will undergo specialized training to handle the unique challenges of election security and enforcement.
Key Functions and Security Measures
The election cell will employ data analysis to identify vulnerable and critical polling booths. Vulnerable booths are determined based on factors such as caste and political dominance, whereas critical booths are those with a history of incidents like booth capturing or violence. Based on ground assessments, the cell will recommend the deployment of Central Armed Police Forces at these high-risk locations.
Furthermore, cell officials will calculate the precise number of police personnel required to be stationed within 100 to 200 meters of polling stations to ensure safety and order. Additional measures include monitoring individuals out on bail who may pose a threat, as well as collecting arms and ammunition from the public to prevent misuse during the election period.
This proactive initiative underscores the Tamil Nadu police's commitment to conducting free, fair, and secure assembly elections, with the election cell serving as a central hub for all poll-related security and compliance efforts.
