Telangana Chief Minister Directs Creation of Comprehensive CSR Policy to Boost Local Development Funding
In a significant move to enhance corporate involvement in state development, Telangana Chief Minister A Revanth Reddy on Thursday issued directives for the formulation of a comprehensive policy aimed at effectively mobilising and utilising corporate social responsibility (CSR) funds. The announcement came during a review meeting with state officials, where the CM expressed serious concern over Telangana's current low share of CSR spending, which stands at approximately 3% of the national total.
Ambitious Target: 50% CSR Allocation Within Telangana
Chief Minister Revanth Reddy emphasised that companies operating within Telangana should allocate at least 50% of their CSR funds specifically for projects within the state. This ambitious target represents a substantial increase from the current levels and is designed to ensure that funds generated through industrial activities in Telangana are reinvested locally to support development initiatives.
The CM stressed the urgent need for a structured approach to not only improve the inflow of CSR funds but also to ensure their optimal utilisation. "There should be a dedicated CSR cell at the state level with a separate office to coordinate CSR initiatives currently being implemented by corporate companies within the state," Revanth Reddy stated during the meeting.
Establishment of Dedicated CSR Cell and Coordination Mechanism
Reviewing current CSR activities with officials, the Chief Minister proposed the creation of a dedicated CSR cell at the state level, complete with separate office facilities. This cell would be responsible for monitoring, coordinating, and streamlining all CSR initiatives across Telangana.
The CM explained that such a mechanism would help bridge the existing gap between corporate entities and government departments, enabling more focused and impactful implementation of development projects. The cell would also compile comprehensive information on projects available across various government departments that are suitable for execution through CSR funding.
Telangana CSR Portal: A Dynamic Platform for Corporate-Government Collaboration
To further strengthen corporate engagement, Chief Minister Revanth Reddy approved the creation of a 'Telangana CSR Portal', envisioned as a dynamic digital platform that will connect corporate entities with government projects. This portal will provide comprehensive information on development projects across all government departments and will be designed with user-friendly features to help companies identify and support initiatives that align with their corporate priorities.
The portal represents a technological solution to the coordination challenges that have previously hindered effective CSR implementation in the state. It will serve as a centralised repository of information, making it easier for corporations to understand where their contributions can have the greatest impact.
Addressing the Disparity Between Industrial Base and CSR Contribution
During the meeting, officials informed the Chief Minister that Telangana's CSR share remains disproportionately low despite the state's strong industrial base. In response, Revanth Reddy directed officials to take proactive measures to increase CSR inflows and ensure that funds generated within the state are spent locally for maximum developmental impact.
The CM instructed officials to study CSR models adopted by other states and incorporate best practices while framing the new policy. The focus will be on attracting greater corporate participation and strengthening development outcomes through more strategic utilisation of CSR resources.
Integration with State Formation Day Celebrations
Revanth Reddy also announced that arrangements for a felicitation ceremony for corporate contributors would be made as part of the state formation day celebrations. This move is designed to recognise and encourage corporate participation in Telangana's development journey while creating positive visibility for companies that contribute significantly to local projects.
The comprehensive approach outlined by the Chief Minister represents a strategic shift in how Telangana plans to leverage corporate resources for public good. By creating both institutional mechanisms (the CSR cell) and technological solutions (the CSR portal), the state aims to transform CSR from fragmented individual initiatives into a coordinated, impactful development strategy that benefits all regions of Telangana.
