Telangana Assembly Approves ₹3.24 Lakh Crore Budget for 2026-27 Fiscal Year
In a significant legislative move, the Telangana State Assembly on Monday passed the Appropriation Bill (two Bills) for the 2026-27 financial year, marking the conclusion of the budget session. This crucial approval grants the state government the authority to commence expenditure on various developmental schemes and initiatives starting April 1.
Budget Presentation and Fiscal Framework
Deputy Chief Minister Bhatti Vikramarka, who also holds the finance portfolio, had previously presented the annual budget on March 30, outlining a substantial outlay of ₹3,24,234 crore. During the final session, Bhatti introduced the Appropriation Bills and addressed queries from assembly members, emphasizing the government's strategic vision.
"Infrastructure development will be aggressively pursued through the Public-Private Partnership (PPP) model," stated Bhatti. "We are laying robust foundations to achieve our 2047 target of establishing Telangana as a $3 trillion economy, positioning it as a leading state in India."
Economic Growth and Fiscal Discipline
Highlighting the state's economic performance, Bhatti noted that while India's national growth rate stands at 8%, Telangana has achieved an impressive 10.7% growth rate. The government is adhering to strict fiscal discipline, maintaining a fiscal deficit of 2.8%, well within the Centre's permissible limit of 3%.
"If a country growing at 8% can achieve its targets, why can't Telangana, growing at 10.7%, reach its goals?" he questioned. "Telangana possesses the necessary human resources and systems to sustain higher growth. We will utilize them to their full potential."
Hyderabad's Global Appeal and Investment Climate
Bhatti underscored Hyderabad's rapid development trajectory, attributing its global attractiveness to a skilled workforce that continues to draw foreign investments. The government is systematically advancing under the ‘CURE, PURE, RARE’ policy framework to enhance GDP, with specific budget allocations to promote startup companies across the state.
Comprehensive Sectoral Allocations and Temple Development
The budget encompasses allocations for every critical sector:
- Agriculture and welfare programs for women, youth, SCs, STs, BCs, and minorities
- Major temple development projects, including ₹700 crore for Omkareshwara Swamy Temple reconstruction at Manchirevula
- ₹351 crore for Bhadrachalam temple development and Pushkar ghats construction
- ₹500 crore allocated in advance for the grand-scale organization of Godavari Pushkaralu, a once-every-12-years event
Political Dialogue and Central Cooperation
Responding to BJP floor leader Alleti Maheshwar Reddy's queries regarding irrigation projects, Bhatti referenced the unfulfilled promise of a national irrigation project for Telangana made during state bifurcation. While Polavaram project in Andhra Pradesh received national status, Telangana awaits similar consideration.
"The BJP floor leader should prepare proposals and seek an appointment with the Prime Minister to pursue this matter," suggested Bhatti. "We operate in a cooperative federal spirit—Telangana's interests transcend politics."
The Deputy CM confirmed that state representatives have met with the PM and Union ministers, presenting issues and submitting proposals, including the Suryagarh scheme for 40 lakh households. He urged BJP MLAs to advocate for Central approval and release of pending dues.
Clarifications on Welfare Funds and Operational Efficiency
Bhatti clarified that there has been no reduction in funds allocated for SC, ST, and BC welfare schemes, with unspent sub-plan funds from the previous year being carried forward. He also defended ministers' use of helicopters, stating that their time is extremely valuable and must be utilized efficiently for state development.
Legislative Productivity and Session Highlights
The 10-day budget session demonstrated substantial legislative productivity:
- Passage of 10 Bills, including the Parents Support Bill
- Referral of Telangana Hate Speech and Hate Crimes (Prevention) Bill, 2026 to select committee
- 82 hours and 47 minutes of assembly functioning
- 125 speeches delivered by members
- Three resolutions adopted by the House
