Telangana Government Announces Revolutionary Bhu Bharati Digital Land Records System

In a significant move toward digital governance, the Telangana government will implement the integrated digital land records management system Bhu Bharati, featuring unique Bhudhar IDs for land parcels, starting April 2. Revenue Minister Ponguleti Srinivas Reddy made this announcement on Thursday during a review meeting with officials at the secretariat.

Pilot Launch in Five Mandals

The Bhu Bharati portal will initially be rolled out on a pilot basis in five mandals across different districts. These include Kosgi in Narayanpet district, Amangal in Rangareddy district, Vatpally in Sangareddy district, Kusumanchi in Khammam district, and Aswaraopeta in Bhadradri Kothagudem district. Following a thorough evaluation of the system's performance and necessary adjustments, the government plans to expand implementation across all districts in the second phase.

Bhudhar ID: The Aadhaar for Land Parcels

A key feature of the Bhu Bharati system is the assignment of a Bhudhar number to every survey number, functioning similarly to an Aadhaar number for land parcels. This unique identifier aims to streamline land administration and reduce disputes. In preparation, a re-survey has already been conducted in five villages without existing maps, where Bhudhar numbers have been allocated.

Integration of Departments for Transparent Services

Developed to meet public expectations, the Bhu Bharati portal integrates the revenue, registration and stamps, and survey departments under a single platform. Minister Reddy emphasized that the portal is designed to display details of every land transaction transparently, providing faster and more efficient land administration services.

Under the Bhu Bharati Act, which was introduced as an election promise, the previous Dharani portal has been merged into Bhu Bharati. A new rule requiring the attachment of survey maps during registration for agricultural lands is being implemented in the pilot mandals to prevent inconvenience to buyers and sellers.

Comprehensive Features and User Benefits

The integrated portal offers a wide range of services accessible with just one click. Farmers can log in using the mobile number linked to their Aadhaar to access:

  • Complete land information
  • Survey and correction services
  • Appeal and registration processes
  • Citizen dashboard with details like land portfolio, NALA orders, and registration documents
  • Features such as ROR, Bhudhar number, application details, mutation, EC, market value, and village maps

Additionally, the portal includes a passbook correction service and integrates three departments to ensure full public accessibility. From application to completion, applicants will receive SMS updates at every stage of land service processes.

Enhanced Functionality Over Previous Systems

Minister Reddy highlighted that while the Dharani portal had 36 modules, the Bhu Bharati portal has been designed to integrate all transactions more efficiently. This consolidation aims to resolve land disputes across the state by providing a unified and transparent system.

The launch of Bhu Bharati marks a pivotal step in Telangana's digital transformation, promising to revolutionize land record management and boost administrative efficiency.
