Telangana Government Announces Major Rural Road Infrastructure Initiative

In a significant move to boost connectivity and development in rural areas, the Telangana government has unveiled ambitious plans for road infrastructure. The initiative targets the development of a total of 7,450 kilometers of roads across 96 assembly constituencies in its initial phase.

First Phase Details and Financial Allocation

Deputy Chief Minister Bhatti Vikramarka, during his budget speech, outlined that the first phase will prioritize the construction and development of 2,980 kilometers of roads in the 2026-27 financial year. For this, the government has allocated ₹1,372 crore as its share of the funding.

He further elaborated that the overall budget proposal includes ₹33,688 crore for the Panchayat Raj and Rural Development Department, underscoring the state's commitment to enhancing rural infrastructure.

Implementation Through Hybrid Annuity Model

The projects will be executed under the Hybrid Annuity Model (HAM), a public-private partnership framework. Under this arrangement:

  • The state government will bear 40% of the initial cost.
  • The remaining 60% will be invested by a concessionaire.
  • This 60% investment will be repaid by the government over 15 years in 30 annuities.
  • The concessionaire will also be responsible for the maintenance of these roads throughout the contract period.

This model is designed to leverage private sector efficiency while ensuring long-term sustainability and quality of the infrastructure.

Strategic Importance and Expected Impact

The development of these roads is expected to significantly improve accessibility in rural Telangana, facilitating better transportation for goods and services. It aims to boost economic activities, enhance agricultural productivity, and provide better access to healthcare and education facilities.

By integrating advanced financing mechanisms like HAM, the government seeks to accelerate infrastructure development without overburdening the state's immediate fiscal resources.
