Uttar Pradesh Stamp Department Launches Major Revenue Drive Targeting Unregistered Properties
With the financial year drawing to a close, the Uttar Pradesh Department of Stamp and Registration has rolled out an extensive statewide campaign aimed at significantly boosting government revenue. This initiative focuses on accelerating the registration of unregistered properties, resolving pending stamp duty cases, and recovering outstanding stamp duties across the state.
Comprehensive Strategy for Revenue Enhancement
The department is implementing a multi-pronged approach to maximize collections before the fiscal year ends in March. A key component involves conducting surveys to update the minimum market values of properties, ensuring stamp rates reflect current real estate conditions. Officials are prioritizing the registration of properties owned by development authorities, the Housing Development Council, UPSIDC, and other institutional bodies.
Additionally, the department is rigorously reviewing projects associated with development authorities and government agencies to guarantee timely payment of stamp duties. This proactive scrutiny is designed to prevent revenue leakage and streamline compliance processes.
District-Wide Revenue Projections
The campaign has identified specific high-value targets in various districts, with substantial revenue expectations:
- Gautam Budh Nagar: Cases involving the Yamuna Industrial Development Authority and the Greater Noida Authority are projected to generate approximately Rs 93 crore.
- Meerut: Unregistered properties from private builders and the RRTS project are anticipated to bring in around Rs 252 crore.
- Ghaziabad: Revenue of about Rs 153 crore is expected from the GDA's Harnandipuram residential scheme and the UPSIDC Modinagar project.
- Bareilly: The BDA's Pilibhit residential scheme is forecasted to contribute Rs 50 crore.
- Moradabad: Approximately Rs 22 crore is anticipated from the MDA's Sahayak and Govindpuram residential schemes.
- Varanasi: The VDA's Ganjari Sports City project is expected to yield Rs 40 crore.
- Gorakhpur: The GDA's New Township Scheme is projected to generate Rs 100 crore, with an additional Rs 50 crore from the GIDA's lease and freehold deeds.
An official stated, "The department has formulated special plans to increase revenue, targeting collections of around Rs 200 crore by the end of March through these concerted efforts."
Additional Revenue Streams Under Scrutiny
Beyond property registrations, the department is expanding its focus to other potential revenue sources. This includes a detailed examination of cases related to NHAI toll plazas to ensure full compliance with stamp duty regulations. Furthermore, the settlement of legal matters is being pursued as another avenue to recover outstanding dues and enhance overall revenue collection.
