West Bengal Finance Department Issues SOP for DA Arrear Disbursement
The West Bengal finance department has issued a comprehensive Standard Operating Procedure (SOP) for Drawing and Disbursing Officers (DDOs) regarding the processing of Dearness Allowance (DA) arrears for state government employees. This guideline, released on Thursday, outlines specific procedures to ensure accurate and timely disbursement of these long-awaited payments.
Key Procedures for GPF Account Transfers
According to the newly issued SOP, the DA arrear amount will be directly credited to the employees' General Provident Fund (GPF) accounts. This move aims to streamline the process and ensure that funds are securely allocated without manual intervention. The DDOs will have access to an employee-wise arrear statement, which will serve as the basis for generating the necessary bills.
After conducting all necessary checks and verifications, the DDOs will generate bills based on the details reflected in the arrear statement. This step is crucial to prevent errors and ensure that each employee receives the correct amount owed to them.
Special Provisions for Group D and Former Employees
The SOP includes a distinct procedure for Group D employees and former state government staff. Instead of transferring the DA arrears to GPF accounts, a 'beneficiary list' will be generated within the Human Resource Management System (HRMS). This list will facilitate the direct transfer of funds to their respective bank accounts.
This tailored approach acknowledges the different financial structures and needs of these employee groups, ensuring that they receive their dues promptly and without unnecessary complications.
