Yogi Adityanath Orders Merit-Based Disposal of Revenue Cases

Uttar Pradesh Chief Minister Yogi Adityanath has issued a clear directive to state officials, mandating that all revenue-related cases must be resolved strictly based on their merit. The instructions were delivered during a high-level review meeting focused on the functioning of the state's Revenue Department.

Strict Timelines and Accountability for Pending Cases

The Chief Minister emphasized fixing accountability for delays and ensuring the disposal of all pending cases within a prescribed time frame. These cases span a wide range of public concerns, including disputes and applications related to land measurement, mutation (transfer of title), inheritance, and corrections in population records. He stressed that a transparent and just process is non-negotiable.

To modernize the system, CM Adityanath called for accelerating the implementation of map-based and rover-based land measurement systems across all districts. In a innovative step, he suggested leveraging local technical institutions like engineering colleges, polytechnics, and ITIs to provide training for operating these advanced rover devices.

Digital Push for Transparency and Efficiency

A major focus of the review was the expedited digitisation of all land records. The CM directed officials to complete this process at the earliest to strengthen departmental monitoring and, more importantly, to directly benefit the general public by reducing manual errors and delays.

He further instructed the development of an automated system for the disposal of routine mutation and inheritance cases, which would ensure timely and hassle-free justice for citizens. For broader grievance redressal, he proposed creating a call center-like system at the Revenue Council level to address public complaints effectively.

Simplifying bureaucratic procedures was also on the agenda. The CM called for more transparency and ease in the process of changing land use under Section 80 of the state's revenue code.

On-Ground Reforms and Public Welfare Directives

At the grassroots level, Lekhpals (revenue officials) have been directed to establish their offices within panchayat secretariats. This move aims to resolve public grievances locally without forcing citizens to travel to district headquarters. For better administrative coordination, the CM emphasized the need to construct integrated multi-storey office complexes at the district level to house the District Magistrate and all district offices under one roof.

In a significant order for farmers and rural citizens, the Chief Minister mandated that all pending cases related to farmer registry, land measurement, and khasra (plot) verification must be resolved within the set time limit. He also ordered that essential government services like the issuance of income, caste, and residence certificates be made more efficient, transparent, and time-bound.

Addressing immediate public welfare concerns in view of the cold wave, CM Adityanath directed officials to ensure proper management of night shelters, arrange bonfires at public places, and expedite the distribution of blankets to the needy. He also instructed the construction of boundary walls around statues and memorials of Dr. B.R. Ambedkar in gram panchayats, in coordination with the Social Welfare Department, to ensure their safety and upkeep.
