Lucknow's Iconic Shooting Range Set for Major Overhaul Under Public-Private Partnership
In a landmark decision aimed at revitalizing sports infrastructure in Uttar Pradesh, the state government has granted in-principle approval to hand over the operation and maintenance of the Chandrashekhar Azad Shooting Range in Lucknow's Sarojininagar area to a private entity. This move, executed under the Public-Private Partnership (PPP) model, is designed to breathe new life into a facility that has suffered from neglect and deterioration over the years.
Government Approval and Financial Framework
The Lucknow Development Authority (LDA) has been formally directed to identify a suitable private partner to undertake the ambitious redevelopment project. This directive emerged from a high-level review meeting chaired by the Principal Secretary of Urban Development. To support this initiative, the state government has made a budgetary provision of Rs 50 crore for the fiscal year 2025–26. However, officials have indicated that this amount is likely insufficient to achieve a complete, state-of-the-art modernization of the complex.
The shooting range, originally constructed in 2008 by the Lucknow Municipal Corporation (LMC) on its own land, was approved at a cost of Rs 37.14 crore. Of this, Rs 18.88 crore was released, but inadequate maintenance has led to a significant decline in the facility's condition. The LDA's new mandate includes selecting a private partner to complete pending construction work and manage day-to-day operations effectively.
Comprehensive Redevelopment Plan and Cost Estimates
Spanning 44 acres, the redevelopment plan proposes converting a portion of the shooting range for commercial use to generate revenue. According to a Detailed Project Report (DPR) prepared by Design and Design Services, the total estimated cost for the redevelopment stands at a substantial Rs 197.28 crore. The project envisions developing an international-standard shooting facility on 36.85 acres, with additional municipal land being reclaimed to support the expansion.
Key components of the redevelopment include:
- Demolition of the existing 25-metre and 50-metre range targets, with new ranges to be constructed at a different location within the campus.
- Modifications and upgrades to certain 10-metre ranges to meet contemporary standards.
- Construction of a hostel facility within the complex to accommodate athletes and trainees.
Operational Roadmap and Future Steps
The LDA has been tasked with preparing a detailed action plan that outlines the redevelopment process and the selection criteria for the PPP partner. A crucial meeting between the LDA Vice-Chairman and the Municipal Commissioner has been scheduled to finalize the operational strategy and roadmap. Once this meeting concludes, redevelopment work is expected to commence, marking a new chapter for shooting sports in Lucknow and the broader state.
