NTA Told to Aid Visually and Hearing Impaired CUET Candidate

The Office of the Chief Commissioner for Persons with Disabilities (CCPwD) issued a directive on Thursday, instructing the National Testing Agency (NTA) to provide essential accommodations for Sarah Moin, a candidate who is both hearing and sight-impaired. Known as the 'Helen Keller of Lucknow', Sarah requires specialized facilities to appear for the Common University Entrance Test (CUET), ensuring her right to education and promoting inclusivity in the academic system.

Background of the Case

Sarah's father, Moin Ahmad Idrisi, confirmed that the order came in response to a representation he filed on her behalf. The proceedings were conducted before the CCPwD representative, operating under the Ministry of Social Justice and Empowerment's special court. The representation highlighted that Sarah, who achieved 95% in ICSE and 98.75% in ISC, aims to pursue a BA (Honours) in English literature. She is scheduled to take the CUET on May 21 and May 29. However, the current CUET framework lacks provisions for candidates who are both deaf and blind, potentially barring her from higher education opportunities.

Assistive Tools Required

During her CISCE board examinations, Sarah was permitted to use a laptop with MS Word and an Orbit Reader, a device that converts text into Braille, allowing her to write independently. Her father requested a similar arrangement for the CUET. He also informed the commission that Sarah has been preparing for the exam using assistive tools and academic support.

The commission, after reviewing the submission, directed the NTA to ensure appropriate assistive arrangements so that Sarah is not disadvantaged during the examination.

NTA's Response

An NTA official, when contacted by TOI, stated, "We have sought details regarding the facilities required. The next hearing of the matter is scheduled for May 18 to finalize the arrangements." According to existing rules, candidates under the Persons with Disabilities (PwD) category are entitled to an additional 20 minutes per hour, which amounts to 60 extra minutes for a three-hour paper.

Reaction from Educators

Salman Ali Qazi, Sarah's visually impaired teacher and special educator, expressed relief, saying, "She has been preparing consistently, and this is a relief for all of us. The girl deserves every opportunity. She works hard, and when it comes to scoring high marks, she is outstanding. We are very happy for her."
