The Birbhum district police in West Bengal has taken a monumental step toward modernizing law enforcement with the launch of Samarth, a custom-built Android application powered by artificial intelligence. This innovative tool, designed specifically for police investigators, represents a significant advancement in India's policing methodology, positioning Birbhum as a leader in technological adoption within the country's law enforcement agencies.
Revolutionizing Daily Police Work with AI
Conceptualized by Birbhum Superintendent of Police Amandeep and SDPO Bolpur Rickey Agarwal, Samarth functions as an indispensable digital assistant for investigating officers (IOs), officers-in-charge (ICs/OCs), and senior officials across various ranks. The application addresses a critical challenge faced by many police officers: the difficulty in remembering complex legal provisions and acts during field operations.
SP Amandeep explained the necessity behind this technological innovation: "Many of our officers don't possess thorough knowledge of all Acts and laws, and it's practically impossible for anyone to remember every legal detail. That's why we developed this AI application."
Comprehensive Legal Database Powering Samarth
The application is driven by a robust in-house AI model trained on an extensive and comprehensive dataset that includes core legal texts such as the recently introduced Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). Additionally, the AI has been trained on numerous minor Acts commonly invoked in field cases.
Samarth's reference materials extend beyond basic legal texts to include investigation Standard Operating Procedures (SOPs), manuals, guidelines from national and state-level bodies, Supreme Court and High Court judgments, police orders, circulars, and other relevant documents. The AI simplifies complex legal positions through summarization, making legal knowledge more accessible to officers in the field.
Practical Functionality and User Experience
The application operates as an instant, interactive chat assistant that provides immediate and authoritative guidance. Officers encountering new cases can describe incidents in natural language - including Bengali or Hindi - and receive detailed, step-by-step responses from the AI.
The app's capabilities include:
- Clarifications on legal provisions and applicable sections for FIR registration
- Guidance on mandatory compliances and procedural requirements
- References to similar court rulings and precedents
- Instant suggestions for applicable legal sections
"If anyone comes with any kind of complaint and the person taking the complaint is clueless about what to do next, this app will guide them," SP Amandeep emphasized, highlighting the practical utility of the application in daily police work.
Strategic Implementation and Access Control
Samarth is strictly reserved for internal police use and is not available on the public Play Store. Access has been systematically rolled out across ranks, from Assistant Sub-Inspectors (ASIs) to Additional SPs, ensuring comprehensive adoption within the force.
The development team dedicated several weeks to perfecting the tool, initially testing it with senior officials and incorporating their feedback before wider deployment. This phased approach, recently completed with ASIs receiving access, was implemented to ensure the application's reliability and effectiveness in real-world scenarios.
