Hyderabad Chief Minister Advocates for Comprehensive National AI Infrastructure

In a significant policy address, Hyderabad Chief Minister A Revanth Reddy has made a compelling appeal to Prime Minister Narendra Modi for the establishment of a robust national institutional framework dedicated to artificial intelligence. Speaking at the India-AI Impact Summit 2026 held at Delhi's Bharat Mandapam on Friday, the Chief Minister outlined a multi-faceted proposal designed to position India as a global leader in the AI revolution.

Proposed National AI Architecture

The comprehensive framework proposed by CM Revanth Reddy includes several critical components. First, a national AI war room that would enable real-time monitoring and coordinated response mechanisms between the central government and state administrations. "Hyderabad could host such a facility with support from the Centre," he suggested, positioning the city as a potential nerve center for India's AI governance.

Second, a statutory AI council modeled after successful bodies like the GST Council and NITI Aayog. This apex policy body would ensure uniform regulation, provide strategic direction, and facilitate cooperative federal decision-making across India's diverse states. The council would address regulatory gaps and provide oversight as AI technologies become increasingly embedded across governance, industry, and society.

Dedicated Ministries and Educational Infrastructure

CM Revanth Reddy strongly advocated for dedicated AI ministries at both central and state levels, arguing that existing administrative structures may prove inadequate for handling the complex ethical, legal, economic, and security challenges posed by emerging technologies. "We need a dedicated AI ministry both at the Centre and state level to help in enacting laws and preventing misuse of AI," he emphasized during his keynote address.

Complementing this administrative framework, the Chief Minister proposed the creation of a world-class AI university with campuses across India focused on original research and innovation. This educational institution would serve as a cornerstone for developing indigenous AI capabilities and nurturing talent across the country.

Addressing Socioeconomic Impacts

Recognizing the profound implications of automation, CM Revanth Reddy called for an immediate national assessment of AI-driven job displacement and the implementation of a massive reskilling program to prepare India's workforce for technological transformation. He stressed that technological advancement must be accompanied by deliberate job creation strategies to prevent widening inequality and ensure inclusive growth.

To support innovation and entrepreneurship, the Chief Minister proposed a national AI fund that would provide financial backing for startups, promote indigenous innovation, and encourage youth-led entrepreneurship. Offering Telangana as a national hub, he suggested that Hyderabad could host an AI startup village serving the entire country.

Vision for Global Leadership

Warning that India cannot afford to miss the AI revolution as it did with previous industrial transformations, CM Revanth Reddy articulated a clear vision for the country's technological future. "India must transition from a consumer of global platforms to a creator and owner of core AI technologies," he declared, outlining ambitions for leadership across the complete value chain.

This comprehensive vision includes developing capabilities in GPU chip manufacturing, creating green energy solutions for data infrastructure, and building foundational AI platforms. To sustain global engagement and collaboration, the Chief Minister suggested that India host international AI summits every six months in different cities across the country.

Concluding his address, CM Revanth Reddy extended an invitation to global institutions and industry leaders to partner with Telangana in advancing AI innovation and promoting inclusive growth through technological advancement.
