India Emerges as AI Leader Among Global South Nations, Report Finds

India has positioned itself as a shining beacon among Global South countries in the field of artificial intelligence, according to a new report. However, the nation now faces the critical challenge of transitioning from small-scale pilot projects to widespread, trusted implementation. This insight comes from the Playbook for National AI Strategy and Implementation, a comprehensive document released by Boston Consulting Group (BCG) and the Japan International Cooperation Agency (JICA).

No Single Solution for AI Adoption Acceleration

Based on extensive work conducted across India, Egypt, Indonesia, Bangladesh, and the Philippines, the report emphasizes that there is no single lever to speed up AI adoption. Instead, countries must develop a tightly coordinated ecosystem that encompasses several key areas:

  • Computing infrastructure
  • Funding mechanisms
  • Skill development programs
  • Governance frameworks
  • Institutional accountability measures

This holistic approach is essential for fostering sustainable AI growth and integration into national economies.

India's Structural Advantages in AI Infrastructure

Saibal Chakraborty, who leads BCG India's technology and digital advantage practice, highlighted India's existing structural edge. He stated, India has solved a large part of the hard infrastructure and digital public infrastructure problem. Aadhaar, UPI, and data centres make it much easier to build AI applications at scale. The playbook specifically cites the IndiaAI Mission, which has facilitated access to over 38,000 GPUs. These resources are available at a subsidized rate of under Rs 60 per hour, thanks to centralized government negotiations with vendors.

Financing Gaps and Social Sector Challenges

Despite these advancements, the report identifies a significant financing gap in India's AI landscape. While the country boasts more than 120 unicorns, private capital tends to avoid socially sensitive sectors such as climate change, education, and rural solutions. To bridge this gap, the playbook advocates for government-led fund-of-funds models. These models would specifically target public interest AI use cases, ensuring that critical areas receive the necessary investment to thrive.

The Importance of Leadership and Skills in AI Scaling

On the topic of skills, Chakraborty emphasized that scaling artificial intelligence requires senior leadership trust and oversight. Without confidence at the CEO level, AI initiatives risk remaining confined to cool pilots, despite strong national ambitions. This underscores the need for top-down commitment to drive meaningful AI integration across industries and public services.
