Uttar Pradesh Accelerates Towards Leadership in Deep Tech, AI, and Quantum Computing

In a significant development for technological advancement, Uttar Pradesh Chief Minister Yogi Adityanath declared on Sunday that the state is swiftly progressing to become a frontrunner in cutting-edge fields such as deep tech, artificial intelligence (AI), and quantum computing. The announcement came during the inauguration of IBM's AI GovTech Innovation Centre in Lucknow, where the CM extended his congratulations to both IBM and the state's Department of IT and Electronics for signing a Memorandum of Understanding (MoU).

Strategic Partnerships and Historical Context

Chief Minister Adityanath emphasized the historical significance of IBM's presence in Uttar Pradesh, noting that the company established India's first computer at IIT-Kanpur. Building on this legacy, he expressed confidence in the state's strong claim to leadership in quantum computing. "I believe that IIT-Kanpur is ready to cooperate on the Noida campus for quantum computing. The UP government is ready to take initiative and cooperate in this. IBM is ready," he stated, underscoring a collaborative approach to technological innovation.

Furthermore, the CM sought IBM's assistance in developing an AI City in Lucknow, highlighting the state's commitment to creating a robust ecosystem for AI research and implementation. This move aligns with broader national achievements in deep tech and infrastructure over the past 11 years, which Adityanath described as remarkable. He also referenced the recent AI Summit in Delhi, where world leaders appreciated Prime Minister Narendra Modi's role in advancing AI, showcasing the success of the Digital India programme.

Budgetary Support and Governance Applications

Adityanath detailed his government's proactive measures, including provisions in the state budget for establishing a Centre of Excellence for Robotics and another for Drone Technology. He asserted that the Uttar Pradesh government is leveraging technology across all sectors to benefit citizens, particularly those on the last rung of society. Examples of tech-driven governance successes were highlighted, such as the elimination of encephalitis from the state. Previously, this disease claimed around 50,000 children's lives before 2017, but through data collection and analysis, it was linked to open defecation and lack of clean drinking water. Implementation of projects under the Swachh Bharat Mission and Jal Jivan Mission effectively eradicated the disease.

Another notable achievement cited was reducing primary school dropout rates to zero by addressing underlying issues like inadequate toilets and clean water. Once these basic amenities were provided, the dropout rate plummeted, demonstrating how targeted technological and infrastructural interventions can yield transformative social outcomes.

IBM's Role and Future Initiatives

During the event, IBM signed two MoUs with the Uttar Pradesh government to align the state's long-term development goals with AI-based governance. The newly established IBM centre will collaborate with the IT and Electronics Department to develop AI-based applications across various government departments, thereby strengthening digital and AI capabilities. Additionally, an AI literacy programme will be launched for students and teachers from classes VI to XII in partnership with the Directorate of School Education. This initiative aims to provide basic AI knowledge, practical experience, and skills, fostering a future-ready workforce.

IBM Chairperson, President, and Chief Executive Officer Arvind Krishna commented on the initiative, stating that AI will enhance government efficiency and economic competitiveness. "Governments around the world, including India, are now rapidly taking steps to move AI beyond the experimental level to implementation. Such openness in adopting responsible AI is inspiring," he remarked, emphasizing the global shift towards practical AI applications in governance.

Overall, Uttar Pradesh's strategic focus on deep tech, AI, and quantum computing, coupled with partnerships like that with IBM, positions the state as a potential leader in India's technological landscape, driving innovation and inclusive growth through responsible and impactful governance.
