Goa Sees Sharp 65% Rise in Cybercrime Cases During 2025

The state of Goa has reported a significant 65% increase in the registration of cybercrime cases in 2025 compared to the previous year. According to official data, a total of 131 cyber fraud cases were registered in 2025, up from 85 cases in 2024. This alarming trend underscores the growing threat of digital crimes in the region.

Three-Year Overview and Recovery Challenges

Over the past three years, Goa police have registered 298 cybercrime cases. However, investigations have led to money recovery in only 17 of these cases, indicating the difficulties in tracking and retrieving funds lost to cyber fraud. Police investigations into investment fraud cases have revealed that cyber criminals often use fraudulent mobile applications to deceive people with promises of high returns on investment.

Proactive Measures by Goa Police

In response to the surge, Goa police have taken several proactive steps. They have blocked 442 web links, 168 social media accounts, and 866 mobile numbers associated with cyber fraud activities. Despite these efforts, 103 cybercrime cases remained pending investigation for more than six months, highlighting the volume and complexity of such offenses.

Chief Minister Pramod Sawant emphasized that the cyber crime staff is utilizing advanced tools and portals for investigations, including Cyber Police, Sammanvay, Pratibimb, and Sayog. Police stations are also conducting regular awareness drives to educate the public about prevalent cyber frauds and how to avoid them.

Financial Impact and Operational Challenges

Cyber fraudsters have cheated residents of Goa to the tune of approximately Rs 100 crore, according to police estimates. Officials noted that this figure represents only the officially reported losses, with the actual amount likely being much higher. Investigations have further revealed that many cyber fraudsters operate from abroad, complicating arrest and prosecution efforts.

Vulnerable Groups and Government Initiatives

Goa police have specifically urged senior citizens to exercise caution while interacting with unknown individuals online, as retired people constitute a vast majority of cyber fraud victims. In light of the rising cybercrime rates, the state government has prepared a comprehensive cyber crime awareness action plan.

This plan includes introducing a cyber safety and security curriculum in educational institutions starting from Class VI. A senior official stated that the draft content for this curriculum will be provided by the police to the directorate of education. Additionally, the government has developed an action plan for 13 departments, including police, panchayats, PWD, education, and higher education, to enhance coordination and response.

Training and Detection Rates

To bolster capabilities, officers and staff of Goa police have received training to handle cyber-related offenses, with regular programs conducted to enhance their expertise. However, a report from January 2026 indicated that over 60% of cybercrime cases registered over the last five years have remained undetected. During this period, Goa police registered 441 cybercrime cases, with only 170 being detected, pointing to ongoing challenges in solving these complex crimes.
