New Delhi: Local faults in a single phase of the electricity distribution network have often led to widespread blackouts across entire neighbourhoods, disrupting all phases and affecting thousands of consumers. However, this scenario is changing in parts of the city thanks to the introduction of hotline maintenance — an advanced live-line repair practice now being adopted in the capital.
What is Hotline Maintenance?
Under this system, specialised hotline maintenance vehicles and trained technicians are deployed to repair faults on live 11 kV electricity lines without shutting down the power supply to the area. This innovative approach was first launched in Shalimar Bagh, and a dedicated vehicle is now operational across North and North West Delhi.
Impact on Consumers
An official from Tata Power-DDL, the power distribution company supplying electricity to North and Northwest Delhi, stated that between March and April, the initiative helped save approximately 35,700 affected consumer hours. This significant reduction in outage duration highlights the effectiveness of the technique.
Advanced Repair Capabilities
Hotline maintenance is an advanced power distribution technique that encompasses a range of repair and maintenance activities. These include replacement of damaged insulators and conductors, repair of jumper connections and loose fittings, maintenance of electrical hardware, and tree pruning near power lines — all carried out on live electricity lines without interrupting the power supply. Chief Minister Rekha Gupta launched the hotline maintenance services in September 2025.
“We isolate and fix faults while keeping the network operational. It has significantly improved network reliability and uptime by minimising outage frequency and duration,” the official added.
Equipment and Safety
The hotline maintenance vehicle is equipped with state-of-the-art safety features. It includes an insulated aerial boom for safe access to overhead lines while maintaining electrical isolation, a non-conductive fiberglass bucket to ensure technician safety during live-line operations, hydraulic controls for smooth and precise positioning, and onboard storage for insulated tools and personal protective equipment.
Future Plans
“We are focused on strengthening and expanding hotline maintenance capabilities across the 11 kV and below network. In the future, hotline maintenance may be extended to higher voltage levels based on the outcomes and experience gained from the current operations,” the official said.
This initiative represents a major step forward in improving the reliability of Delhi's power distribution network, reducing inconvenience for thousands of residents.
