The Ministry of New and Renewable Energy (MNRE) has issued a significant clarification regarding the use of solar panels under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana. In its latest directive, the ministry stated that consumers who choose to forgo the subsidy and avail net metering will be permitted to use Non-Domestic Content Requirement (Non-DCR) solar panels. This exemption applies specifically to the Approved List of Models and Manufacturers (ALMM) List-II for solar photovoltaic (PV) cells.
Key Details of the Exemption
According to the MNRE clarification, the exemption from ALMM List-II is valid until the end of the scheme period, which is scheduled for 31 March 2027. This move is aimed at providing greater flexibility to consumers who prefer to install solar panels without claiming the subsidy, thereby encouraging wider adoption of solar energy across the country.
What This Means for Consumers
Under the PM Surya Ghar scheme, households and businesses can install rooftop solar systems to generate electricity. Those who opt for net metering—a billing mechanism that credits solar energy producers for the electricity they add to the grid—can now choose Non-DCR solar panels if they decide to forgo the subsidy. This allows them to select from a broader range of solar panel models and manufacturers that are not necessarily on the ALMM List-II.
The MNRE emphasized that the exemption is strictly for consumers who voluntarily waive the subsidy. For those availing the subsidy, the requirement to use DCR solar panels from the ALMM list remains unchanged.
