A high-level panel in Karnataka has estimated that alcohol consumption causes social damages worth Rs 51,000 crore annually, and has recommended the creation of a dedicated rehabilitation fund to address the issue. The report, submitted to the state government, highlights the severe impact of alcohol on families, particularly women.
Key Findings of the Report
The panel's study reveals alarming statistics: women whose husbands consume alcohol frequently report 73.4 percent instances of physical or sexual violence. In contrast, only 24.6 percent of women in non-drinking households face such violence. This stark difference underscores the link between alcohol abuse and domestic violence.
Proposed Rehabilitation Fund
To mitigate these social costs, the panel has mooted a rehabilitation fund. The fund would finance awareness campaigns, counselling services, and treatment facilities for alcohol addiction. The report suggests that a portion of the revenue from alcohol sales be diverted to this fund.
Broader Social Impact
Beyond domestic violence, the report identifies other social damages, including health costs, loss of productivity, and increased burden on law enforcement. The Rs 51,000 crore figure encompasses these multifaceted impacts, highlighting the need for a comprehensive policy response.
Recommendations for Action
The panel has urged the government to implement stricter regulations on alcohol sales, increase taxes, and invest in rehabilitation infrastructure. It also calls for community-based interventions to change drinking behaviours and support affected families.
The report has sparked debate among policymakers, with some supporting the fund and others questioning its feasibility. The government is expected to review the recommendations and announce a course of action in the coming weeks.
