India is set to host the BRICS Heads of Anti-Drug Agencies Meeting on July 6-7, 2026, in Guwahati, Assam, as announced by the Ministry of Home Affairs. The meeting will bring together heads and senior officials from BRICS member countries to enhance institutional continuity and deepen operational cooperation among drug control agencies.

Evolving Drug Trafficking Landscape

The global drug trafficking landscape has undergone significant changes, marked by the rise of synthetic drugs, New Psychoactive Substances (NPS), darknet-enabled trafficking, and cryptocurrency-based financial flows. These developments present complex transnational challenges. Conversely, advancements in interdiction technologies, data analytics, and financial intelligence offer new opportunities for enhanced international cooperation and coordinated enforcement actions.

India's Vision for Action-Oriented Collaboration

India envisions this meeting as a pivotal step in transforming BRICS cooperation from dialogue-centric engagement to structured, action-oriented collaboration. The focus will be on strengthening operational coordination, intelligence sharing, capacity building, and collective responses to emerging drug-related threats. The meeting is hosted by the Narcotics Control Bureau (NCB) under the Ministry of Home Affairs.

Three Key Priority Areas

The meeting will concentrate on three priority areas: combating synthetic drugs and precursor diversion, strengthening intelligence sharing and operational coordination, and capacity building and institutional cooperation. These priorities aim to address the most pressing challenges in drug control.

Showcasing India's Efforts

India will use the platform to showcase its decisive efforts against the drug menace, which poses a serious threat to public safety, health, and the nation's youth. Over recent years, India has significantly strengthened its fight against drug trafficking and substance abuse through stringent actions against illicit trafficking and organized criminal networks, alongside awareness generation, community participation, and addiction treatment. The country recently released the Vision Document on Narcotics Control (2026-2029) to further bolster institutional capacity.

Strengthening Cooperation

As chair, India seeks to enhance cooperation through information sharing on clandestine laboratories and emerging synthetic drug trends, improved monitoring of precursor chemicals and pharmaceuticals, intelligence exchange, best practices sharing, joint training programs, and expert exchanges.

Thematic Sessions

The two-day meeting will include six thematic sessions addressing pressing global challenges:

  • Leveraging Digital Technology for Real-Time Drug Interdiction
  • Neutralizing Drug Trafficking over Darknet
  • Tackling Emerging New Psychoactive Substances (NPS)
  • Reinforcing Global Supply Chains against Precursor Diversion and Chemical Leakage
  • Special Initiatives for Drug Demand Reduction and Related Measures
  • Strengthening Institutional Mechanisms

The meeting will conclude with the adoption of a Joint Declaration.

India's BRICS Chairmanship in 2026 operates under the theme 'Building for Resilience, Innovation, Cooperation and Sustainability'. BRICS comprises 11 major emerging markets and developing countries: Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa, and the United Arab Emirates. The grouping serves as a platform for consultation and cooperation on contemporary global and regional issues, as well as global political and economic governance.
