Kochi Atlantis RoB Redesign Delays Project Over Flooding Fears

The proposed Atlantis Rail over Bridge (RoB) in Kochi, intended to provide smooth connectivity from Mahatma Gandhi (MG) Road to Panampilly Nagar, is undergoing a significant design overhaul to address local environmental concerns and structural requirements. This redesign will further delay the project, which has already faced multiple setbacks.

Environmental Concerns Prompt Design Changes

The original plan to place a central supporting pillar inside a small canal on the Panampilly Nagar side faced severe opposition from local residents. The area is highly prone to waterlogging, and placing a pillar inside the drainage channel threatened to worsen urban flooding during monsoon spells, according to Ernakulam MLA T J Vinod, who held discussions with project stakeholders. As a result, authorities instructed the project consultant, KITCO, to shift the pillars to both sides of the canal. KITCO is expected to submit the revised structural design and an updated cost estimate by June 22.

Project Delays and Cost Implications

The project initially received an administrative outlay of Rs 89 crore based on a 2018 estimate, funded by the Kerala Infrastructure Investment Fund Board (KIIFB). However, it has stalled over the alignment of its structural pillars. Concurrently, efforts are underway to clear the acquired land. Demolition of existing structures has already begun, but this has raised secondary issues. The local councillor reported that rubble from the ongoing demolition fell into nearby drains, blocking water flow and causing immediate localized flooding. A joint inspection by the councillor, representatives of the Roads and Bridges Development Corporation of Kerala (RBDCK), and the contractor will be conducted to implement corrective measures, the MLA said.

Rehabilitation and Utility Shifting Hurdles

On the human rehabilitation front, two households that have resided on the acquired land for decades are demanding a comprehensive resettlement package. The matter will be consulted with the district collector before a final decision is made, Vinod said. Utility shifting is also facing a hurdle. While approvals from KSEB and BSNL have been secured, the crucial clearance from the Kerala Water Authority (KWA) is still pending, along with the release of KIIFB funds for the shifting purpose.

Vaduthala RoB Construction to Begin After Monsoon

Meanwhile, the final design for the Vaduthala RoB, aimed at decongesting the densely populated Chittoor and Vaduthala corridors, is being vetted by the Indian Institute of Technology, Chennai. IIT Chennai is scheduled to submit the final approved design on Friday. Upon approval, project executioners will mark specific spots for piling. Actual physical construction is slated to commence immediately after the rainy season ends. To facilitate the approach roads on the Vaduthala side, one major building structure has been identified for demolition.
