The Telangana government is set to unveil a new policy aimed at promoting Global Capability Centres (GCCs) outside the Core Urban Region Economy (CURE) area. This initiative is designed to generate employment opportunities by transforming tier-2 and tier-3 cities into the next growth engines. Chief Minister Revanth Reddy, after observing significant interest from global conglomerates in establishing GCCs in Telangana, instructed officials on Wednesday to draft a GCC policy. The policy will offer incentives to companies that choose to set up units beyond the CURE region.
Focus on Decentralised Development
Companies will be encouraged to establish their GCCs along the Nizamabad, Karimnagar, and Warangal highways, which fall within the intermediate zone between CURE and beyond-CURE areas. The Chief Minister issued these directives during a review meeting attended by IT and Industries Minister D Sridhar Babu, Chief Secretary K Ramakrishna Rao, and other senior officials from the industries and IT departments.
The state government aims to decentralise job creation in underserved areas within and beyond the CURE region. This strategic move is intended to position tier-2 and tier-3 cities as future growth engines. Additionally, the government has decided to explore the establishment of a data centre in underserved areas of Hyderabad and beyond. It also mandated that net-zero principles, while maintaining global standards, be followed in the development of Bharat Future City (BFC).
Creation of Invest Telangana Agency
To further bolster investment, the government will create a dedicated investment promotion agency named 'Invest Telangana'. This agency will provide end-to-end solutions for investors and companies, adopting best practices from other states. The Chief Minister also emphasised accelerating the adoption of T-Fiber internet connections across all government offices within three months.
During the meeting, the CM suggested identifying clusters beyond the CURE area to encourage the decentralisation of GCCs and data centres to tier-2 and tier-3 cities. He also mentioned initiating consultations with the Government of India to establish one of the five regional medical hubs announced in the recent Union budget, within the Health City under BFC. “If needed, I will take this up with Prime Minister Narendra Modi,” the CM stated.
Accelerating AI City and Future City Projects
Officials were directed to expedite work on the proposed AI City in BFC after studying global best practices in developing AI infrastructure. They were also instructed to ensure that work in Future City is fast-tracked so that foundation stones for various facilities in the industrial corridor of BFC can be laid at the earliest. The CM urged, “Encourage all companies receiving land allotment in Future City to sign MoUs for skilling and certification of the workforce to meet their talent needs.”
Streamlined Governance and T-Fiber Adoption
Regarding the Invest Telangana agency, the CM said that best practices from other states should be adopted and a governance structure created. Senior officials from departments such as energy and finance will serve as 'special invitees' to facilitate smooth clearances and operations, while officials from the IT and Industries departments will be regular appointees. A society will be formed for Invest Telangana, designed to function as a vibrant, dynamic agency for aggressive investment promotion in the state.
The CM also suggested appointing an escort officer to cater to the end-to-end needs of prospective organisations, from their arrival in Hyderabad to the grounding of operations. Officials were instructed to devise a plan to ensure all government offices in the state shift to T-Fiber internet connections. The officials informed the CM that orders worth Rs 54 crore had been secured in the last six months from government offices that transitioned to T-Fiber internet.
