Goa Pollution Control Board Implements Stringent Measures to Curb PoP Idols for Ganesh Chaturthi
In a decisive move to protect the environment, the Goa State Pollution Control Board (GSPCB) has issued comprehensive guidelines for stricter enforcement at state borders ahead of the Ganesh Chaturthi festival. The Board aims to completely halt the import of plaster of Paris (PoP) idols, which are harmful to ecosystems, by mobilizing multiple state agencies.
Enhanced Border Inspections and Inter-Agency Coordination
The GSPCB has directed the state excise commissioner to conduct mandatory inspections of all goods carrier vehicles entering Goa. Any vehicles found transporting PoP idols must be turned back to their source immediately. In cases where returning the vehicles is not feasible, they are to be handed over to the police at the nearest check-post or station for further legal action. This directive is part of a broader strategy to ensure that only environmentally friendly idols are allowed into the state.
Additionally, the excise department has been instructed to permit entry solely for idols whose vendors are registered on the GSPCB portal. This registration system is designed to enhance traceability and accountability, making it easier to monitor compliance with environmental norms. Similar instructions have been issued to the transport department to bolster enforcement efforts at all entry points, ensuring a unified approach across agencies.
Police and Legal Enforcement Actions
The Board has called upon the Director General of Police to issue relevant directions to police officers stationed at check-posts and police stations. Police are mandated to take appropriate action against offenders reported by officials from the excise and transport departments. Furthermore, in instances where PoP idols are transported by rail, police officers are required to inspect cargo upon arrival and prevent any such idols from exiting railway stations. Only idols from registered vendors on the GSPCB portal will be permitted to proceed.
To strengthen on-ground enforcement, the GSPCB has directed that officers in charge of each police station, not below the rank of police sub-inspector, take suo motu action within their jurisdictions. This includes acting on any information regarding the manufacture, procurement, stocking, display, sale, or transport of PoP idols. Police have been authorized to:
- Confiscate all PoP idols found
- Seal premises involved in their manufacture or sale
- Attach vehicles used for transportation
- Initiate prosecution under Section 15 of the Environment (Protection) Act, 1986
Regulatory Measures for Vendors and Establishments
In a parallel effort, the GSPCB has requested the commissioner of state taxes to ensure that no registered establishment, whether permanent or temporary, engages in the sale of PoP idols during the festival. Violations of this directive will result in the immediate cancellation of registration and subsequent legal consequences. This measure aims to eliminate the market for PoP idols within Goa, complementing the border checks to create a comprehensive ban.
These guidelines underscore Goa's commitment to environmental sustainability during festive periods. By leveraging inter-departmental cooperation and strict legal frameworks, the state aims to set a precedent for eco-friendly celebrations, aligning with broader national efforts to reduce pollution and protect natural resources.
