Goa's Coastal Noise Pollution Crisis: 750 Violations Recorded in Five Months
For several years, residents living along Goa's picturesque coastal belt have voiced growing concerns over persistent noise rule violations by restaurants and nightclubs. In response to these complaints and following directives from the high court, the Goa State Pollution Control Board (GSPCB) has intensified its monitoring efforts since September of last year, implementing round-the-clock surveillance to curb the disturbances.
Alarming Data on Noise Exceedances
Recent data released by the GSPCB paints a stark picture of the situation. Over the past five months, the board's noise monitoring cell has documented a staggering 750 exceedances through online noise monitoring systems installed at 38 establishments along the coast. This systematic tracking highlights the widespread nature of the issue, with many venues consistently breaching permissible noise levels.
In addition to the automated monitoring, the GSPCB has received 50 public complaints since September, further underscoring the community's frustration. Moreover, the recently announced 24x7 noise monitoring helpline has garnered an additional 135 complaints, indicating a high level of public engagement and concern regarding noise pollution in these areas.
Enforcement and Collaborative Actions
At a recent meeting, the GSPCB board noted that it has written to district collectors to verify whether 28 establishments found playing music in open areas had the necessary permissions to do so. This step aims to ensure that all venues comply with local regulations and do not exacerbate noise pollution through unauthorized activities.
To bolster enforcement, board officials have initiated surprise inspections, with 26 such visits conducted recently to catch violators in the act. Furthermore, since October, the GSPCB has sent three letters to the police, requesting updates on actions taken regarding complaints forwarded to them. The police have been informed that GSPCB staff can serve as witnesses in cases where legal action is required, facilitating stronger prosecution of offenders.
Proactive Monitoring and Legal Measures
The central noise monitoring cell at the GSPCB office in Saligao plays a crucial role in this effort. Whenever a noise exceedance is detected, the cell immediately informs the relevant police and district collector to identify the source of pollution and the responsible parties, enabling swift legal action as per the law. Notifications are sent via email and telephone calls to ensure prompt response from authorities.
In a move to enhance coordination, the GSPCB has recently asked the state revenue secretary to convene a meeting of district collectors and superintendents of police. This initiative aims to ensure that intimation of violations leads to consistent and effective action across departments, streamlining the enforcement process.
Financial Penalties and Future Plans
The board has also begun the process of imposing environmental compensation on establishments found violating noise rules, holding them financially accountable for their actions. This measure is intended to deter future violations and promote compliance with environmental standards.
As per high court directives, the GSPCB is in the process of finalizing a noise mapping study and plan for Goa. Currently, officials are raising queries with the agency Envirotech Instruments regarding the report findings. Once finalized, this study will guide the board in requiring more establishments to install noise monitoring systems based on the identified hotspots and patterns.
Additionally, the board is working on finalizing a more durable and accurate noise monitoring system to replace the current high-cost setup. This upgrade is expected to improve the efficiency and reliability of noise pollution tracking in the long term, supporting ongoing efforts to protect Goa's coastal environment and resident well-being.
