Gurgaon's Comprehensive Strategy to Combat Air Pollution by 2026

The Municipal Corporation of Gurugram (MCG) has rolled out an ambitious action plan for 2026, targeting a significant reduction in air pollution through a multi-faceted approach. This plan, recently submitted to the Commission for Air Quality Management (CAQM), outlines key measures including increasing public transport, enhancing electric vehicle infrastructure, and redeveloping roads to tackle dust emissions.

Targets and Financial Framework

Under this initiative, MCG aims to achieve a 10 per cent reduction in critical air quality parameters by December 2026. Specific targets include lowering the annual average Air Quality Index (AQI) to 178 from a baseline of 198, reducing PM2.5 levels to 86 µg/m³ from 96 µg/m³, and cutting PM10 concentrations to 176 µg/m³ from 196 µg/m³. These baseline figures are derived from averages recorded between 2021 and 2024.

To support these efforts, MCG has requested Rs 291 crore from CAQM. This funding comprises Rs 285 crore as a 50 per cent grant towards an estimated Rs 570 crore expenditure on road construction and redevelopment over the next three years, along with Rs 6 crore allocated for deploying truck-mounted anti-smog guns to control road dust.

Key Pollution Control Measures

The action plan addresses major pollution sources such as vehicular emissions, road dust, construction activities, waste management, industrial outputs, and agricultural emissions. It emphasizes coordinated interventions, advanced technologies, public awareness campaigns, and periodic reviews to ensure effectiveness.

Road Dust Management and Infrastructure Development

Road dust control is a top priority in the strategy. MCG plans to redevelop 611 kilometers of roads in the 2026-27 period, as part of a broader multi-agency target of 726.54 kilometers across the city over three years. This extensive redevelopment is projected to cost approximately Rs 1,971 crore, aiming to significantly reduce dust hotspots that contribute to poor air quality.

Enhancing Public Transport and EV Infrastructure

To combat vehicular pollution, the plan focuses on augmenting the city bus fleet. Currently, the district, including Manesar, operates only 150 BS-VI compliant buses against a requirement of 1,000. To bridge this gap, 200 additional buses will be introduced in 2026, with 100 scheduled for March and another 100 for September.

In parallel, the action plan details the establishment of 20 EV charging points, with 10 set for deployment in the third quarter (July-September) and 10 in the fourth quarter (October-December) of this year. Additionally, 10 battery swapping stations are planned to be operational by December 31, 2026, to promote electric vehicle adoption.

Traffic Management and Air Quality Monitoring

The plan includes short-term interventions at 33 identified congestion hotspots, such as improved traffic management at locations like Gwal Phari and Subhash Chowk. For long-term decongestion, six major junctions on National Highway 48, including Rathiwas T Point and Bilaspur Chowk, will undergo targeted measures.

MCG has stated that the city's air quality monitoring infrastructure is currently adequate, with three Continuous Ambient Air Quality Monitoring Stations (CAAQMS) operational at Vikas Sadan, Sector 51, and Teri Gram on the Gurugram-Faridabad Road. These stations will play a crucial role in tracking progress and ensuring compliance with the set targets.
