NEOM's Ambitious Trojena Artificial Lake Project Faces Major Setback
The groundbreaking development of an artificial lake system within the Trojena mountains of Saudi Arabia's NEOM megaproject has encountered a significant pause. Originally designed to be a centerpiece at over 2,000 meters high and stretching 2.8 kilometres in length, this innovative water feature's construction has been effectively suspended following strategic decisions in early 2026.
Engineering Vision and Contract Termination
The artificial lake, a primary feature of the Trojena mountain tourism destination, was conceived as a marvel of hydraulic engineering. Given the arid conditions of the Arabian region, the development team engineered an inventive plan to create a continuous, year-round reservoir using a system of three separate dam structures. These dams were specifically designed to withstand the immense weight of water at high altitude, ensuring reliability and sustainability.
However, in a major shift, NEOM issued a 'termination for convenience' to the lead contractors in late March 2026. This action suspended the primary dam construction at just 30 per cent completion, effectively halting the physical realization of the reservoir. The termination followed a comprehensive strategic budgetary review, impacting a construction contract valued at 4.7 billion dollars.
Impact on the 2029 Asian Winter Games
The suspension of this critical infrastructure project has had immediate international repercussions. The Olympic Council of Asia (OCA) announced in February 2026 that the location for the Winter 2029 Asian Games has been officially moved from Trojena, NEOM, Saudi Arabia, to Almaty, Kazakhstan.
This relocation decision was formalized when the OCA signed a new Host City Contract with Almaty. The council cited the delayed construction schedule at Trojena and a need for 'pragmatic recalibration' of construction goals as primary reasons. Specifically, the OCA referenced updated priorities for NEOM, including the construction of the new main road connecting Baraka and Trojena, which has taken precedence.
With the 2029 Olympic deadline no longer a driving factor, Saudi authorities can now focus on building the necessary transportation and utility systems to the highest quality standards, ensuring Trojena becomes a permanent global destination rather than a venue rushed for a specific event.
Trojena's Role in Saudi Vision 2030 Remains Intact
Despite these setbacks, the Trojena development project continues to be a cornerstone of Saudi Arabia's Vision 2030 economic diversification plan. The project aims to establish a new global benchmark for sustainable, high-quality mountain tourism by integrating innovative hydraulic engineering with 100 per cent renewable energy sources.
The vision combines high-end hospitality with ecological conservation, striving to minimize environmental impact for both the artificial lake and adjoining ski slopes. The lake was designed not only for aesthetic beauty but also to provide a functional base for all lakeside infrastructure and to create specialized weather characteristics essential for the mountain destination.
As the project enters this phased 'recalibration' period, it continues to represent Saudi Arabia's ambitious approach to building world-class recreational centers through state-of-the-art technology and architecture. The suspension of the dam construction is viewed as a strategic realignment rather than an abandonment of the broader vision for sustainable mountain development within the NEOM framework.
