The Kangra district administration in Himachal Pradesh has imposed a comprehensive ban on paragliding and all other aerial activities in light of upcoming visits by the President of India and Leader of the Opposition Rahul Gandhi. The decision also takes into account the heightened security requirements for the Indian Premier League matches scheduled in Dharamshala.
Security Measures Invoked
Deputy Commissioner Hemraj Bairwa has enforced Section 163 of the Bharatiya Nagarik Suraksha Sanhita, citing the arrival of ministers, senior officials, and other dignitaries. The official emphasized that unrestricted aerial activity could pose significant security threats. Consequently, all aero-sports, including paragliding, drone flying, and hot air ballooning, have been prohibited in the Kangra, Dharamshala, and Shahpur sub-divisions on April 30.
Exceptions for Security Agencies
The order permits police and security agencies to utilize drones for surveillance and law enforcement duties, provided they give prior intimation to the district administration through the Superintendent of Police.
Additional Restrictions for President's Visit
Similar restrictions will be in effect in Palampur and Baijnath from 8 am to 1 pm during the President's visit to Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya. The administration has also ramped up security and disaster preparedness measures ahead of the IPL matches.
Mock Drill Conducted
A recent mock drill at the Dharamshala stadium simulated drone intrusion and airspace threats, involving multiple agencies. Officials confirmed that teams from disaster management, fire services, health department, home guards, and volunteers participated in the exercise to ensure readiness for any security challenges.
