Enhancing Industrial Services Through Digital Transformation

The e-LMS is a critical platform that facilitates online land allotment, building plan approvals, and payment processing for industrial units located within the 750-acre township in the Dadri–Noida–Ghaziabad Investment Region. This project is part of a broader strategy to develop a 200 square kilometer smart industrial hub spanning 80 villages in Bulandshahr and GB Nagar districts.

Bidding Process and Selection Criteria

Interested firms can submit their bids until March 3, with the technical bid window opening on March 6. Financial bids from qualified bidders will be evaluated subsequently. The consultant will be selected using the quality and cost-based selection method, where technical proposals carry a 70% weightage and financial bids account for 30%.

The successful bidder will be required to submit a performance bank guarantee equivalent to 4% of the total contract value, ensuring commitment and reliability throughout the project duration.

Comprehensive Responsibilities for the Consultant

The selected firm will undertake a wide range of tasks to ensure the system's efficiency and security. Key responsibilities include:

  • Conducting regular security audits to protect against cyber threats
  • Fixing technical issues and updating software as needed

Additionally, the consultant will be responsible for maintaining the website by regularly updating it with circulars, reports, and notices. This includes monitoring system performance, preparing detailed maintenance reports, and suggesting improvements to enhance functionality.

Data Management and Support Services

The firm will provide regular data backups and maintain a robust disaster recovery plan to safeguard against data loss. It will also offer round-the-clock support to address any cyber fraud incidents promptly, ensuring minimal disruption to services.

During the contract period, DMIC-IITGNL may introduce new modules and services as required, allowing for flexibility and adaptation to evolving needs. Upon completion of the contract, the full source code, database, and application will be handed over to DMIC-IITGNL, ensuring continuity and ownership of the system.

DMIC-IITGNL is a joint venture between the National Industrial Corridor Development and Implementation Trust (NICDIT) and the Greater Noida Industrial Development Authority (GNIDA).
