Goa Chief Minister Announces Landmark Housing Initiatives in Budget Speech
In a significant move aimed at resolving a protracted conflict between builders and flat owners, Goa Chief Minister Pramod Sawant unveiled the 'Mhaji Flat' scheme during his budget address in Porvorim. This initiative is designed to grant formal ownership rights to flat purchasers who have been entangled in legal and bureaucratic disputes for years.
Addressing Decades of Disputes
Sawant highlighted that in every village across Goa, a minimum of 40 individuals are currently embroiled in conflicts with builders. Over the past four decades, numerous residents have been living in flats and apartments without securing proper ownership, even after completing full payments to developers. The chief minister pointed out that buyers often find themselves trapped between the original landowner and the builder, despite having signed sale agreements.
"Many flat owners have not received ownership rights, nor have builders formed societies to transfer these rights," Sawant stated, emphasizing the urgency of the situation.
Mechanism of the Mhaji Flat Scheme
The newly announced scheme will empower the cooperation department to identify and address such cases systematically. Under the deemed conveyance provision, the registrar will sign documents on behalf of the landowner or builder, thereby officially transferring flat ownership rights to the purchaser. This process is expected to provide legal security and peace of mind to affected residents.
"For these schemes, flat owners will be able to stay in their own flat without any fear," Sawant assured, underscoring the government's commitment to safeguarding the right of residence.
Additional Housing and Development Measures
Beyond the Mhaji Flat initiative, the budget speech included several other key announcements:
- Redevelopment Scheme for Government Institutions: Aimed at fast-tracking development while protecting environmental standards.
- Shakhar Lokpal: A dedicated body to resolve disputes related to various institutions.
- CM Awas Yojana: Launched to provide affordable housing options for middle-class citizens.
- House-Building Scheme: Specifically for employees of the Goa Human Resource Development Corporation.
Sawant reiterated his administration's unwavering focus on public welfare, with a clear objective of ensuring shelter for all residents of the state.
