Punjab Education Minister Harjot Singh Bains announced that this initiative is dedicated to the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Sahib. The primary objective is to provide a fresh opportunity to students who failed to pass their Class 10 or Class 12 board exams between 2010 and 2025. By doing so, the government aims to help these students complete their schooling and enhance their career prospects.

Bains elaborated on the eligibility requirements for the Special Mercy Chance. Additionally, candidates who appeared between March 2010 and March 2026 and were declared failed are eligible, provided they have passed at least one main subject. The provision also extends to students from the Open School stream for both Class 10 and Class 12.
