In a comprehensive written reply to a starred question posed by INLD's Rania MLA Arjun Chautala, Education Minister Mahipal Dhanda presented detailed district-wise and category-wise data. The information covers sanctioned versus vacant posts across primary, secondary, and senior secondary schools throughout Haryana.

The statistics paint a concerning picture:

  • Post-Graduate Teachers (PGTs): Against 37,738 sanctioned positions, a staggering 8,519 posts remain unfilled.
  • Trained Graduate Teachers (TGTs): Out of 39,828 sanctioned posts, 4,583 positions are vacant.
  • Primary Teachers (PRTs): From 37,759 sanctioned roles, 2,557 posts lack permanent teachers.
  • Leadership Positions: The shortage extends to administrative roles with 574 principal posts and 759 headmaster positions remaining vacant as of March 2025.

Non-Teaching Staff Also Affected

The staffing crisis is not limited to teaching positions alone. Significant gaps exist in non-teaching roles as well, with 686 clerk posts and 4,134 Class IV positions currently unfilled. This comprehensive shortage affects the overall functioning and administrative capacity of educational institutions across the state.

District-Wise Disparities Highlight Regional Challenges

The district-wise breakdown reveals particularly severe shortages in certain regions. The Nuh-Mewat area reported exceptionally high vacancies, including 1,088 TGT posts and 1,693 PRT positions remaining empty. Other districts experiencing substantial gaps include Sirsa, Faridabad, and Gurgaon, especially in PGT and TGT categories.

Interestingly, some districts showed negative figures in specific categories, indicating that more teachers are currently working than the number of sanctioned posts. This anomaly results from internal adjustments or deputations made to address immediate staffing needs.

Government Measures to Mitigate the Crisis

To prevent adverse impacts on students' education, the state government has implemented several temporary measures. Internal adjustments of teachers have been undertaken in schools facing acute shortages, redistributing existing staff to cover critical gaps. Additionally, contractual appointments are being made through direct recruitment and via the Haryana Kaushal Rozgar Nigam (HKRN) to provide immediate relief.

Recruitment and Promotion Efforts Underway

Minister Dhanda provided detailed information about ongoing efforts to fill the vacancies:

  1. Principal Positions: For the 574 vacant principal posts (which are filled entirely through promotion), 635 PGTs and headmasters have already been promoted as of November 27, 2025. Further promotion cases remain under active consideration.
  2. Headmaster Recruitment: The process for filling 759 vacant headmaster positions has encountered legal obstacles. A challenge in the Punjab and Haryana High Court has resulted in a stay on the promotion process, with future action dependent on the court's final verdict.
  3. PGT Recruitment: Requisitions were sent to the Haryana Public Service Commission (HPSC) in 2022 and 2024 for a total of 7,545 PGT posts. Appointment letters have been issued to 3,701 candidates so far, with selection processes continuing for remaining positions. Additionally, 915 TGTs have been promoted to PGT during the 2025–26 academic session.
  4. TGT and PRT Positions: Approximately 2,700 PRTs and C&V teachers have been promoted to TGT positions during the 2024–25 and 2025–26 sessions. For PRT vacancies, a requisition to fill 1,456 posts under the Mewat cadre has been sent to the Haryana Staff Selection Commission (HSSC), with appointments pending recommendations.
