Ludhiana Deputy Commissioner Constitutes High-Level Inspection Committee for Private Schools

In a decisive move to address growing concerns, Deputy Commissioner (DC) Himanshu Jain of Ludhiana has established a high-level inspection committee. This initiative comes in response to mounting complaints from parents, students, and various social organizations regarding irregularities in private educational institutions across the district.

Committee Formation and Mandate

The newly formed committee is chaired by the Additional Deputy Commissioner (General) and includes key officials such as the District Education Officer (Secondary), the CMFO, and the Deputy Controller of Finance and Accounts. Tasked with conducting regular and thorough audits, this panel will report directly to the DC to ensure strict monitoring of compliance.

The primary objective is to curb widespread violations of government directives and promote transparency within the educational sector. All private, unaided, and recognized schools in Ludhiana are now under scrutiny to adhere to mandatory guidelines without delay.

Key Compliance Areas Under Scrutiny

The committee will focus on several critical parameters to uphold educational standards and legal requirements:

  • Right to Education (RTE) Act 2009: Schools must reserve 25% of seats for economically weaker sections (EWS) and disadvantaged groups. A total ban on capitation fees and screening procedures for admissions is enforced.
  • Rights of Persons with Disabilities (RPwD) Act, 2016: Strict compliance with Sections 16 and 31 is mandatory. DC Jain warned that any complaint regarding denial of admission to disabled persons will trigger immediate legal action.
  • Fee Regulations: Any fee hikes must align with the Punjab Regulation of Fee of Unaided Educational Institution Act, 2016/2019. Schools are required to have their accounts audited annually by a chartered accountant and submit reports to the District Education Office.
  • Operational Standards: Teacher appointments and salaries must follow CBSE or PSEB norms. Schools must maintain valid certificates for building safety, fire safety, and clean drinking water.
  • Prohibitions: Physical punishment, mental harassment, neglect of compulsory Punjabi language teaching, and commercial activities on school premises are strictly banned. The Safe Vahan Policy for student transport must be implemented.

Enforcement and Warnings

The administration has issued a clear warning to school heads and management committees. Non-compliance with these regulations will result in immediate legal proceedings as per existing rules. This proactive step aims to safeguard student rights and ensure a fair, transparent educational environment in Ludhiana.
