Bihar Universities to Launch Samarth ERP for Digital Governance from 2026-27

In a significant move towards modernizing higher education administration, all universities in Bihar are poised to implement the Samarth Enterprise Resource Planning (ERP) system starting from the academic session 2026-27. This e-governance initiative, spearheaded by the state education department, represents a major shift towards enhancing operational efficiency and transparency across Bihar's higher education institutions.

Strategic Digital Transformation in Education

The implementation of the Samarth ERP system is backed by the Ministry of Education in India and aims to digitally streamline both academic and administrative processes. According to State Higher Education Director N K Agrawal, this move is essential for governance in the digital age, as it integrates information and communication technologies (ICTs) to foster interactive engagement between organizations and their stakeholders.

"Samarth ERP emerges as a beacon of progress, offering a comprehensive platform that not only harnesses technology but also fosters active participation from employees and students," Agrawal stated. He emphasized that the initiative marks a pivotal moment in the state universities' pursuit of modern governance practices.

Nationwide Adoption and Bihar's Implementation Plan

Agrawal noted that many central and state universities across India have already implemented or are in the process of adopting the Samarth portal. States such as Uttar Pradesh, Odisha, and Jammu and Kashmir have plans for a full-scale transition to make Samarth the exclusive system for all their affiliated higher education institutions.

In Bihar, higher education institutions were instructed last year to shift all official transactions—including admissions, examinations, and financial work—from manual to digital mode through the Samarth portal. Accordingly, universities have begun the process of admitting students to four-year bachelor programs through this platform for the 2026-27 session.

Comprehensive Features of the Samarth ERP System

The e-Samarth portal, also known as the Samarth eGov Suite, is an open-source, cloud-based ERP automation engine designed to manage various aspects of university operations digitally. Its key features include:

  • Student Services: Online admissions, registrations, and digital ID card generation.
  • Academic Management: Course management, curriculum planning, and student lifecycle management.
  • Employee Services: Faculty and staff can manage personal details, apply for leave, track research, and access training.
  • Administration: Automating administrative workflows to reduce manual paperwork and improve efficiency.
  • University Governance: Real-time monitoring and reporting of institutional data for informed decision-making.

This comprehensive suite of software modules is tailored to streamline administrative processes and enhance operational efficiency, positioning Bihar's universities at the forefront of digital education governance in India.
