The Karnataka state budget has announced the launch of Cine Mitra, a new single-window online platform specifically designed to reduce delays and bureaucratic hurdles for filmmakers across the state. This initiative aims to create a unified digital system for obtaining all necessary permissions required for film production activities.

Chief Minister's Vision for Filmmaking Efficiency

During his budget speech, the Chief Minister emphasized the platform's purpose, stating, "Cine Mitra will be established to facilitate all necessary permissions from various departments needed for film shooting and related activities under a unified platform." The digital system is intended to integrate approvals from multiple government departments—including police, civic bodies, and forest authorities—into one streamlined process that filmmakers can access online.

Filmmaker Concerns About Existing Systems

Despite the government's announcement, veteran Kannada filmmaker and actor B Suresha has raised important questions about the initiative's novelty and potential effectiveness. Suresha points out that a single-window system for obtaining film permissions has actually existed in Karnataka for nearly two decades, suggesting this new platform represents a digital evolution rather than a completely new concept.

The filmmaker explained the persistent challenges filmmakers face: "Despite this system existing for years, filmmakers have often struggled to secure permission even to shoot inside a house. They should be able to obtain approvals from various departments and officers without facing malpractices."

Technical Reliability Concerns

Suresha also expressed concerns about the technical implementation of the new platform, drawing parallels with existing government digital systems that have faced operational challenges. "At present, government servers frequently do not work while booking cultural spaces; it may be the same with this as well," he cautioned. The filmmaker emphasized that the government must ensure that the servers and websites function smoothly for the platform to deliver its intended benefits to the film industry.

The Cine Mitra platform represents Karnataka's latest attempt to modernize film production processes, but its success will depend on both technological reliability and addressing the systemic issues that have plagued permission systems for decades according to industry veterans.
