The Bhopal-based CSIR-National Institute of High Security Animal Diseases (NIHSAD) laboratory verified the presence of the highly pathogenic avian influenza, triggering immediate containment protocols and administrative measures.

In response to the outbreak, several assistant commissioners and livestock development officers were instructed via telephone to report immediately to the Central Hatchery.
