Labour Minister Mansukh Mandaviya emphasized the importance of proper implementation during the announcement. He stated that "ESIC needs to ensure availability of medicines, equipment and doctors across all hospitals." Furthermore, the minister highlighted the need to "minimize referrals by strengthening in-house facilities and ensuring that staff members are delivering their duties with due diligence."

Eligible workers will have convenient access to this health facility through multiple channels:
- All ESIC hospitals nationwide
- ESIC dispensaries across the country
- Ayushman Bharat empanelled private hospitals

The initiative finds its legal basis in the Code on Occupational Safety, Health and Working Conditions, which explicitly requires all employers to provide free annual health check-ups for workers above 40 years of age.
