Fake CT Scan Bills Scam at Rohtak Civil Hospital Worth Rs 1 Crore

An inquiry conducted by the Director Health Services (DHS) has exposed a large-scale scam involving the generation of fake bills for CT scan tests and subsequent reimbursement at the Rohtak Civil Hospital. The scam, which operated under the Public-Private Partnership (PPP) model, is estimated to have caused a financial loss of over Rs 1 crore to the state exchequer.

Over 1,050 Fake Bills Submitted

Sources revealed that more than 1,050 fake reimbursement bills were submitted for CT scans conducted between October 2024 and May 2025. These bills ranged from Rs 800 to Rs 3,400 each. The total reimbursement claims amounted to over Rs 1.25 crore for scans performed on 1,220 patients. However, upon verification, only the bills of 131 patients were found to be genuine.

CT scan services are provided free of cost to beneficiaries belonging to categories such as Below Poverty Line (BPL) families, Ayushman Bharat cardholders, and government employees. The private agency operating the CT scan facility submitted the claims to the Health Department.

DHS Confirms Findings, Recommends Further Probe

Dr. Anil Birla, Director Health Services, confirmed the findings and stated that the inquiry report has been submitted to higher authorities for necessary action. “The involvement of officials at the Civil Hospital is also suspected. We have recommended an investigation by a three-member committee to ascertain the financial loss caused to the state exchequer and fix responsibility,” he added.

Complaint to Chief Minister Triggered Inquiry

The irregularities came to light following a complaint submitted to the Chief Minister, alleging large-scale manipulation in the billing of CT scan services. The complaint sought an independent probe and action against those responsible. Certain officials were also named in the complaint.

The scam has raised serious questions about the oversight of PPP models in healthcare and the potential for fraudulent activities when adequate checks are not in place. The Health Department is expected to take stringent action against those found guilty.
