NMC Orders Digital Integration of Medical College Hospitals with Ayushman Bharat Mission

In a significant move to enhance oversight of medical education and modernize patient record systems, the National Medical Commission (NMC) has issued a directive requiring all medical colleges to link the digital systems of their attached hospitals with the Ayushman Bharat Digital Mission (ABDM) within 15 days. This integration aims to digitize health records and enable regulators to accurately verify the number of Ayushman Bharat beneficiaries receiving treatment at these facilities.

Addressing Fake Patient Entries and Improving Data Accuracy

Officials highlight that the initiative could resolve a persistent challenge in regulating medical colleges: confirming the actual patient load in teaching hospitals. An NMC official explained, "One issue we face is that fake patients sometimes get created on paper. Once everything becomes digital, it will help sort this out." Institutions often report patient numbers from government schemes like PMJAY, but regulators lack reliable data for verification.

The order mandates hospitals to integrate their Health Management Information System (HMIS) with the ABDM-HMIS portal managed by the National Health Authority. This will ensure hospital registrations and services are captured digitally and linked to a national platform, providing clear and authentic records.

Enhancing Medical Education and Patient Care

Medical college hospitals serve as crucial public healthcare facilities and primary training grounds for future doctors. Patient load and hospital services are key parameters in assessing medical colleges. Digitization will allow the commission to track hospital performance more precisely, moving beyond reported numbers to actual data.

Additionally, the integration supports efforts to build a national medical record framework by digitally capturing treatment details and doctor information through the PM-JAY portal. "If a patient takes treatment from a doctor, later we will be able to see which doctor treated the patient and access those details," the official noted.

Long-Term Benefits and Challenges

In the long run, if hospitals nationwide become digitally connected, doctors may access a patient's previous treatment records, facilitating better understanding of medical history and improved care. However, officials caution that nationwide integration will be gradual due to health being a state subject and hospitals operating under varied administrative systems.

"Everything will not get connected immediately. Integration will happen step by step," the official stated. Medical colleges have been instructed to complete the integration within 15 days of the notice, marking a step toward a more transparent and efficient healthcare system.
