IFS Officer Swapnil Thorat Assumes Charge as Mumbai's Regional Passport Officer
Indian Foreign Service (IFS) officer Swapnil Thorat has officially taken over as the Regional Passport Officer (RPO) for Mumbai. The 2017 batch officer from Mumbai assumed his new responsibilities on Tuesday, succeeding the outgoing RPO, Dr. Arjun Deore, who belongs to the IFS 2013 batch.
Overseeing Passport Services for Mumbai and Maharashtra
In his new capacity, Thorat will be responsible for managing and supervising all passport services within Mumbai and specific regions of Maharashtra that fall under the jurisdiction of the Mumbai RPO office. This critical administrative role involves ensuring efficient and timely processing of passport applications, addressing public grievances, and maintaining the integrity of passport issuance procedures.
Extensive Diplomatic and Administrative Background
Swapnil Thorat brings a wealth of international and domestic experience to his new position. From 2018 to 2023, he was posted in South Korea, where he served at the Embassy of India. During his tenure there, he held significant responsibilities as the in-charge of both the Trade and Investment department and the Public Diplomacy department.
Prior to his overseas assignment, Thorat gained substantial administrative expertise working in the Finance Division of the Ministry of External Affairs (MEA) in New Delhi. He served in this crucial division for nearly two and a half years, handling financial matters and budgetary allocations for India's diplomatic missions worldwide.
Continuing Additional Responsibilities
In addition to his primary role as Mumbai's RPO, Thorat will continue to hold the additional charge of Head of the MEA Branch Secretariat in Mumbai. He initially took on this supplementary responsibility in December 2025, demonstrating his capability to manage multiple important functions simultaneously within the external affairs ministry's framework.
Academic and Research Background
Before joining the Indian Foreign Service, Swapnil Thorat pursued higher education in the sciences. He earned a Master's degree in Biotechnology from Mumbai University, showcasing his academic prowess in a specialized field. Following his postgraduate studies, he briefly engaged in cancer research at the Advanced Cancer Treatment Research and Education Centre (ACTREC) located in Navi Mumbai.
This unique combination of scientific research experience, financial administration expertise, and diplomatic service positions Thorat as a well-rounded officer prepared to handle the complex demands of passport administration in one of India's busiest metropolitan regions.
