Ranchi: The Chief Electoral Officer (CEO) K Ravi Kumar on Sunday stated that no documents are to be collected from electors during the voter mapping and enumeration phase. Citing the Election Commission of India’s (ECI) instruction issued on May 14, 2026, he said, “It mandates that no document is to be collected from electors during the enumeration phase.”
This response comes a day after the Jharkhand Mukti Morcha (JMM) wrote a letter to the poll panel on Saturday, requesting the ECI to collect all elector’s documents during the enumeration phase itself to avoid chaos. The party also urged the ECI to issue clear instructions to all field officials to eliminate ambiguity at any level, accusing anomalies in the processes during the ongoing exercise.
The CEO said the Special Intensive Revision (SIR) process has been designed to be transparent and less cumbersome, as only a minimal number of electors will be required to submit documents, and that too during the Notice and Verification Period scheduled from August 5 to October 3, 2026.
All existing electors in Jharkhand’s 2026 electoral roll—whether they have completed self or parental mapping with or without anomalies, or have not completed mapping—are only required to submit a filled and signed enumeration form along with a recent colour photograph during the enumeration phase. “Their names will be included in the draft electoral roll,” he said.
For electors with anomalies, Electoral Registration Officers (EROs), Assistant EROs (AEROs), and Booth Level Officers (BLOs) will attempt to resolve issues during the enumeration phase. “If electors provide accurate prior details, officials can retrieve information from the voter service portal (www.voters.eci.gov.in), which is accessible to stakeholders, including political parties and voters,” he said.
BLOs will conduct house-to-house visits to distribute pre-filled personalised enumeration forms and collect and digitise the completed forms without requiring supporting documents.
“Only those electors who receive a formal notice during the verification period will need to furnish documents. Even in such cases, key documents such as extracts from previous SIR electoral rolls—available with EROs, AEROs, and BLOs—will be provided on behalf of electors, reducing compliance burden,” he said.
Electors wishing to shift constituencies within Jharkhand need to submit only Form-8 during the claims and objection period (August 5 to September 4, 2026), without documents. New voters turning 18 by October 1, 2026, must submit Form-6 along with declaration forms and necessary documents during the enumeration or claims period.
As of June 14, 2026, 2.11 crore of the state’s 2.64 crore electors (79.73%) have completed self or parental mapping, the CEO added.
