The Chief Electoral Officer (CEO) of Uttar Pradesh, Navdeep Rinwa, has officially announced that the process of issuing formal notices to voters whose personal details could not be accurately matched with the 2003 voter list has commenced. This critical action is part of the ongoing Special Summary Revision–2026 (SSR), a comprehensive exercise aimed at updating and purifying the state's electoral database.
Statewide Verification Uncovers Discrepancies
Following the publication of the draft electoral roll, extensive field-level verification was conducted across Uttar Pradesh. This meticulous process revealed significant discrepancies where certain voters' particulars did not align with earlier historical records maintained by the Election Commission. In response to these findings, Electoral Registration Officers (EROs) and Assistant EROs have been directed to issue notices statewide to address these inconsistencies.
Magnitude of the Verification Challenge
According to the SIR draft released on January 6, the total voter count in Uttar Pradesh currently stands at an impressive 12,55,56,025. However, the verification process has identified two major categories of issues:
- 2.22 crore voters were found to have mapped themselves incorrectly with the 2003 SIR list
- 1.04 crore voters could not be mapped at all with the historical records
This has resulted in the Election Commission initiating the process of issuing notices to a staggering 3.26 crore voters across the state. These individuals are now required to submit appropriate documents to verify their eligibility and ensure their details are correctly recorded in the electoral database.
Inclusive Approach to Voter Verification
To ensure a smooth, accessible and inclusive verification process—perfectly aligned with the Election Commission of India's fundamental principle of "No Voter Left Behind"—special provisions have been implemented. Voters who are unable to appear in person for the verification process are permitted to authorize a representative to act on their behalf.
This authorization must be provided through a properly executed written letter, which should be either signed by the voter or bear their thumb impression. This thoughtful accommodation ensures that elderly voters, those with disabilities, individuals with health concerns, or citizens facing logistical challenges can still participate in the verification process without undue hardship.
