Chandigarh Municipal Corporation Embarks on Outsourced Waste Management Initiative
In a significant step toward enhancing urban sanitation, the Chandigarh Municipal Corporation is preparing to implement a new outsourced system for garbage collection and transportation. This initiative aims to streamline the process from household pickup to final disposal at dumping sites and processing plants.
Pilot Project Targets Specific Areas
The civic body has designated 13 villages along with the entire commercial zone of Manimajra for this pilot project. A selected private agency will be responsible for daily door-to-door garbage collection in these locations, followed by transportation to designated waste facilities.
The tender document for this project has been meticulously prepared, incorporating all necessary terms, working criteria, and administrative protocols. It has undergone legal vetting and will soon be floated to identify eligible bidders. Senior officers and municipal councillors were involved in the tender preparation to ensure comprehensive coverage of effective garbage collection aspects.
Ground Survey Informs Implementation
Prior to launching the project, the Municipal Corporation's sanitation department conducted an extensive ground survey of the targeted areas. This door-to-door assessment was designed to accurately gauge the volume and patterns of garbage generation.
"During the ground survey, it was found that at least 40 metric tons of garbage is generated from these 13 villages and the commercial area of Manimajra," an official disclosed. "The quantity may vary slightly, but largely this should be the daily quantity."
Performance-Based Payment and Monitoring
A key feature of this new system is the performance-based payment structure. After collection, all waste will be weighed at the site, and the private agency's compensation will be determined by the quantity processed. This approach incentivizes efficiency and thoroughness.
Monitoring will be a critical component of the exercise. All vehicles operated by the private agency will be equipped with GPS technology and integrated into the MC's portal for real-time tracking during operational hours. This will enable constant oversight of vehicle locations and routes.
Additionally, Municipal Corporation sanitation inspectors will conduct surprise checks periodically to evaluate the agency's performance and ensure compliance with standards.

The decision to outsource garbage collection follows successful implementations of similar systems in various cities across the country. The Chandigarh MC aims to replicate these proven models to improve local waste management efficiency.
