Chennai NGO Arappor Iyakkam Unveils Comprehensive Anti-Corruption Manifesto

In a significant move to combat corruption, the Chennai-based non-governmental organization Arappor Iyakkam has released a detailed anti-corruption manifesto. The document outlines a series of bold recommendations aimed at enhancing accountability and transparency within Tamil Nadu's governance structures.

Key Proposals for Strengthening Anti-Corruption Mechanisms

The manifesto places a strong emphasis on reforming the Tamil Nadu Lokayukta Act 2018. It proposes amendments to transform the Lokayukta into an independent investigating and prosecuting body. This would grant it the authority to file First Information Reports (FIRs) and pursue cases in special courts, thereby empowering it to act more effectively against corruption.

Additionally, the NGO has accused the state government of withholding the smart-city corruption report targeting the previous AIADMK administration. Convenor Jayaram Venkatesan criticized the Tamil Nadu government for not releasing this report, despite its submission by a committee two years ago. He highlighted a potential conflict of interest, noting that the committee, led by retired IAS officer P W C Davidar to probe corruption in Greater Chennai Corporation's smart city projects, submitted its findings to an IAS officer who now heads the MAWS department, questioning the likelihood of its disclosure.

Criticism of Existing Anti-Corruption Bodies

Venkatesan further lambasted the Directorate of Vigilance and Anti-Corruption (DVAC), describing it as a "lapdog" of the Tamil Nadu government. He pointed out that multiple corruption cases, including the GCC's IP-address scam, KP Park's poor construction quality scam, and the bus shelter scam, among others, have been languishing without action, underscoring the need for more robust oversight.

Demands for Enhanced Transparency and Accountability

The manifesto calls for several transparency-enhancing measures, such as:

  • Full proactive disclosure of public information under Section 4 of the RTI Act.
  • Creation of a state-wide transparency portal modeled after Rajasthan's Jan Soochna platform.
  • Implementation of online RTI filing and appeals for all government departments.
  • Strengthening of the State Information Commission by appointing commissioners up to the permissible limit.

It also advocates for the enactment of a Right to Services Act to ensure time-bound delivery of government services, a whistleblower protection law, removal of prior sanction provisions under the Prevention of Corruption Act, and strict action against environmental corruption, including illegal mining activities.

Reforms in Procurement and Democratic Processes

To prevent corruption in public procurement, the manifesto recommends:

  1. Mandatory end-to-end e-tendering for contracts above 1 lakh rupees.
  2. Cancellation of single-bid tenders to encourage competition.
  3. Penalties for bid rigging and collusion among contractors.
  4. Full online publication of tender documents to deter cartelization.

On the democratic front, it seeks the establishment of elected Area Sabhas, empowered Ward Committees, a social audit law for government schemes, and mandatory public consultation on draft legislation to foster greater citizen participation.

Proposed Police Reforms

The document also includes recommendations for police reforms, such as:

  • Establishment of independent complaints authorities to handle grievances against police personnel.
  • A minimum two-year tenure for police officers to ensure stability and reduce political interference.
  • Enactment of anti-torture legislation to protect human rights.
  • Implementation of work-life balance measures and regular integrity training for police forces.

This manifesto by Arappor Iyakkam represents a comprehensive blueprint for tackling corruption in Tamil Nadu, urging immediate governmental action to restore public trust and ensure ethical governance.
