The Delhi government has taken decisive action by ordering a comprehensive special audit of the Delhi Medical Council (DMC). This move aims to investigate serious allegations of financial mismanagement and assess the potential recovery of funds allegedly obtained unlawfully.
Audit Team Deputed for Swift Investigation
An official communication from the deputy controller of accounts (Audit) has confirmed the deputation of a dedicated audit team. This team is tasked with conducting a thorough examination of the council's financial affairs. The directive, approved by the competent authority, was formally sent to the registrar of the DMC.
The audit has a clear dual mandate. Firstly, it will determine the exact quantum of financial irregularities within the council. Secondly, it will scrutinize whether recovery of alleged losses can be made from the personal account of Dr. Girish Tyagi. Dr. Tyagi previously held multiple key positions, including acting registrar, president, and vice-president of the DMC.
Rooted in Committee Findings and Legal Concerns
This special audit is not an isolated action. It follows specific recommendations and observations from a government-constituted committee. This committee had earlier flagged alleged violations of the General Financial Rules (GFR), which reportedly led to a loss for the public exchequer.
The official communication also highlights concerns related to the legal extension of Dr. Girish Tyagi's tenure as the registrar of the DMC. These combined issues have prompted the need for a detailed financial probe.
30-Day Deadline and Full Cooperation Demanded
The audit team comprises three members: Savita Jain (SR AO–IAO), Vijay Kumar Rajput (Consultant), and Sadhna (DEO). They have been given a strict deadline to complete their investigation and submit a report.
The team must complete the entire special audit within 30 days from the start of the exercise. The Delhi Medical Council has been instructed to provide full and unconditional cooperation to the auditors. This includes:
- Making all relevant records and documents available.
- Providing suitable seating arrangements for the audit team.
- Ensuring necessary secretarial assistance for the duration of the audit.
The outcome of this high-priority audit is awaited, as it will determine the extent of financial lapses and chart the course for potential recovery actions against individuals found responsible.
