Governor Kavinder Gupta of Himachal Pradesh on Thursday called on a group of 27 Himachal Administrative Service (HAS) and allied service probationers from the 2025 batch to maintain the highest standards of integrity, transparency, and public service. The meeting took place at Lok Bhavan in Shimla.
Interaction with Probationers
The probationers, currently undergoing a foundation course at the Dr. Manmohan Singh Himachal Pradesh Institute of Public Administration (HIPA) in Shimla, met the Governor as part of their training. During the interaction, Governor Gupta emphasized that an administrative officer is not merely a government functionary but serves as a vital bridge between the government and the people.
He congratulated the officers on joining the state civil service, describing it as a significant opportunity to serve society with dedication, sensitivity, and commitment. The Governor noted that the training period is crucial for shaping their administrative outlook, leadership qualities, and decision-making abilities.
Unique Challenges of a Mountainous State
Governor Gupta highlighted that Himachal Pradesh, being a mountainous state, presents unique administrative challenges. Ensuring the delivery of government services and welfare schemes to citizens living in remote and inaccessible areas requires dedication, innovation, and a people-centric approach, he added.
Earlier, HIPA Director Rupali Thakur provided a detailed overview of the six-week foundation course, which aims to equip probationers with the necessary skills and knowledge for effective governance.
