Ludhiana Municipal Corporation Initiates Survey of Unauthorized Hotels
In response to mounting complaints about the proliferation of illegal hotels in Ludhiana, the Municipal Corporation's town wing has been instructed to conduct a comprehensive survey of hotels constructed after 2021. The assistant town planner (headquarters) has issued orders to all four assistant town planners (ATPs) across the MC zones. This action follows a request from the chief vigilance officer of the local bodies department, who sought a detailed report on the matter. A dedicated committee, comprising assistant town planners and head draftsmen, has been formed to oversee the survey process.
Each ATP has been tasked with surveying unauthorized hotels in their respective zones that were built after January 2021. Officials are required to submit detailed reports highlighting specific violations, such as lack of parking facilities and non-compliance with building codes. These reports will serve as the basis for initiating necessary actions upon approval from higher authorities.
Complaint by Activist Rohit Sabharwal
The issue was first brought to light by activist Rohit Sabharwal, who filed a formal complaint on February 6, 2025. Sabharwal alleged widespread construction of illegal hotels in Ludhiana, citing violations of building bylaws and insufficient parking spaces that contribute to traffic congestion in surrounding areas.
Despite initial directives to address the complaint, no action taken report was submitted by officials. The matter was revisited on May 26, 2025, when the chief vigilance officer established a committee and instructed officials to conduct inspections, investigations, and surveys of the hotels mentioned in the complaint.
Delays and Renewed Efforts
Officials noted that the absence of timely reports led to unnecessary delays in resolving the complaint. Consequently, zonal ATPs have been directed once again to carry out a fresh survey of unauthorized hotels. The renewed effort underscores the urgency of the situation and the need for swift action to curb illegal constructions.
According to the complaint, many hotel owners are flouting building regulations, with most properties lacking adequate parking facilities. This not only violates bylaws but also exacerbates traffic congestion in nearby areas, impacting residents and commuters alike.
