Mangaluru Introduces New Regulations for E-Autorickshaws to Combat Traffic Congestion

This decision comes in direct response to an order from the Karnataka High Court, which mandated measures to regulate urban traffic congestion effectively.
Mandatory Permit Requirements for E-Autorickshaws
The deputy commissioner of Dakshina Kannada has issued specific guidelines requiring all battery-operated autorickshaws registered between January 20, 2022, and October 30, 2025 to obtain proper route permits. These vehicles, operating within designated zone-1 limits, must now apply to the regional transport authority for official authorization.
According to the new regulations, applicants must meet several critical criteria:
- Submit a residence certificate proving at least five years of continuous residence within Mangaluru City Corporation limits
- Possess a valid autorickshaw driving licence or badge
- Apply using the prescribed format to the transport authority
Distinctive Identification and Operational Rules
To ensure easy identification and regulation, all permitted e-autorickshaws operating in zone-1 must adhere to specific visual and operational requirements:
- Paint their vehicles in a distinctive sky-blue colour
- Obtain an official identification number from the local police department
- Ensure that only the permit holder operates the vehicle
The transport authorities have emphasized that only one e-autorickshaw permit will be issued per individual, and existing autorickshaw permit holders within Mangaluru city limits will not be eligible for the new e-autorickshaw permits.
Legal Framework and Implementation Timeline
The deputy transport commissioner and senior RTO have issued an official release urging all affected operators to comply with these regulations promptly.
